NEUMC June 2, 2008NA Woody Biomass Update Lew McCreery lmccreery@fs.fed.us
Today’s Presentation • Connections to National and Regional Plans • Efforts to Implement the NA Woody Biomass Business Plan • Funded Projects • Program Development Efforts • Glimpse of the Future
National Legislation and Policy Direction • Biomass Research and Development Act of 2000 – MOU between USDA, USDI and DOE • National Fire Plan and 10-year Implementation Plan (rev. 2006) • Healthy Forests Restoration Act of 2003 • 2008 Farm Bill • All call for increased use of woody biomass
National Dialogue on Biomass Energy • 25x25 Initiative – Links ag/forestry community • “Billion Ton Report” – Forest biomass supply • Energy Policy Act of 2005- renewable energy for federal facilities and purchase of green power • Fuels for Schools and Beyond – grassroots initiative • 2008 Farm Bill- Energy and Forestry Titles • National policies on greenhouse gas emissions and carbon sequestration?
National Goals Provide a reliable and predictable supply from federal lands, explore broader supply across landscapes Foster partnerships to facilitate woody biomass utilization- respond to community and regional interests Produce science and deliver technology to enable sustainable woody biomass utilization Increase markets for woody biomass through our work with partners FS Woody Biomass Utilization Strategyfor Restoring and Maintaining Ecosystem Health
Guiding Principles • Pursue Sustainability • Empower Entrepreneurial Action • Build on Science-based Technology
Northeastern Area Strategic Plan • Goal 2 - Enhance the capacity of forests to provide public benefits • Goal 2, Objective B - Help the Northeast and Midwest meet its need for renewable energy and greenhouse gas reduction through the sustainable utilization of woody biomass.
Northeastern Area Role The Northeastern Area supports woody biomass utilization within the capacity of the land. NA encourages local entrepreneurial actions by our partners that contribute to this objective. Towards that end, NA identifies and builds partnerships, facilitates asustainable supply of woody biomass, transfers appropriate technology based on science-based research, and seeks out new markets for our partners and constituents.
Performance Measures • Total renewable net generation from wood and wood waste in the NE/MW • Amount of greenhouse gas reduction resulting from NA efforts.
NA Woody Biomass Business Plan • Framework - NA Staff White Paper – Morgan and Boughton • Identifies the need for collaboration and program integration • Identifies 5 strategies to accomplish Strategic Plan goals
Woody Biomass Business Plan Strategies • Provide factual information about the sustainable use of woody biomass • Identify and analyze opportunities for the sustainable use of woody biomass • Support entrepreneurial efforts • Increase woody biomass availability through improvements in management, harvesting, and SRWC production • Support demonstration projects at different scales with public and private partners
NA, NRS, Region 9 and FPLClimate Change and Wood Energy Road Map Restoration and Sustainability of Eastern Forests through Climate Change Mitigation, Adaptation, and Bioenergy..AStrategy for Research, National Forests, and State and Private Forestry
Bioenergy Focus in the Road Map • Develop Bioenergy Research and Applications Programs (FPL, NRS and NA) • Improve Biofuels Conversion Technologies (FPL and NRS) • Bioenergy Demonstration Projects (NA, NRS,FPL, R9)
