Project Purpose • Prepare a Bay Area Regional Rail Plan for MTC Consideration and Adoption • INCLUDES: • Plan Horizon includes Short (< 10 years), Intermediate (10-25 years) and Long-terms (25 years +) • Four Regional Rail Components • Three High-Speed Rail Outcomes
Four Components of Regional Rail • Regional Rapid Transit (i.e., BART) • Railroad-Based Passenger Systems (e.g., Caltrain, Capitol Corridor, ACE) • Bay Area High-Speed Segments • Other extensions of rapid transit or railroad-based passenger services (e.g., eBART)
Plan Will Address Three Possible High Speed Rail Outcomes • South Alignments • East (Altamont Pass) Alignments • Regional Rail without High-Speed
Geographical Study Area • Bay Area Region • Looks beyond and includes: • Sacramento • Roseville • Stockton • Modesto • Los Banos • Salinas • Monterey
Plan Strategies Meet future regional mobility needs through: • Improved connections between regional services and local services • Capacity improvements on the regional rail system • Coordination of rail investments with transit-supportive land use
Coordinate With Other Studies • Program EIR/EIS on Central Valley to Bay Area High-Speed Train Alignment • California High-Speed Rail Ridership Forecasting Study • RM2 Transit Connectivity Plan • Railroad System Capacity Analysis • MTC Transit Oriented Development Policy
Railroad Systems Must Accommodate Freight Needs • Commercial needs of freight railroads • Operating objectives of freight railroads • Needs of Port of Oakland and other shippers • Innovative approaches to freight handling • Railroad capacity modeling by Washington Group
