WHY A COE? A COE isgenerally a result of an identified shortfall in NATO’s capabilities. MCM-236-03 “MC ConceptforCOEs” Def.: … A COE is a nationally or multi-nationally sponsored entity, which offers recognized expertise and experience to the benefit of the Alliance, especially in support of transformation. A COE provides opportunities to enhance education and training, to improve interoperability and capabilities, to assist in doctrine development and/or to test and validate concepts through experimentation. A COE is not part of the NATO Command Structure (NCS), but forms part of the wider framework supporting NCA.
WHY A COE? • Main benefits for NATO and Nations • Risk reduction in development and implementation; • Shared development of simulations and concepts including verification and validation interoperability; • Marketing in terms of contribution to NATO by sharing the load with other Nations; • One single location with SMEs in place working together; • Experimentation worked in the same place; • Cut of investment costs.

M&S COE Way Ahead • Increase participation in any trial/exercise in order to: • Provide with M&S technical support; • Increaseinteroperability between systems; • Intercept warfighter operational needs and help in defining operational requirements. • Privilege any RFS in the field of CD&E; • Investigate and evaluate the potential of M&S in the field of education in Strategic Decision Making and Negotiation, Mediation and Decision Making Exercise (NMDX); • Adjust the training objective in order to provide mainly formation of SME (NATO and SN) “earmarked” for future direct collaboration with NATO Centres and with M&S COI.
M&S COE & Community Of Interest • MainEventssharing and management (e.g. CAX Forum with JWC/ Academia); • Exchange of SME with NATO and National M&S entities(e.g. Courses and CAX support with JWC/ Academia); • Enable a multilevelM&S network in order to federate allnational M&S Centres; • Liaison with Companies in the spirit of DNBL initiative.
M&S COE - mainactivities in 2013 • Support to Alternative Analysis Pilot Course (ROME 28/1- 8/2) • ITEC 2013 (ROME 22-24 May) • Cooperation with NATO and industryBooths; • Distributed SimulationDemo with the involvement of M&S COE Lab and IT DefenceIndustry Lab (DNBL initiativeprinciples). • Presentation of 2 papers; • CWIX 2013 • Support NATO analysis on trials events; • Direct Support of testsbetween SIACCON2 and GCCS-J; • CAX Forum (ROME 23-26 Sep)
NATO M&S COE VISION To become a NATO reference to Warfighters in the field of development of Concepts, Weapon Systems and Procedures.
