Promotion of Volunteerism for prevention,mitigation and preparedness Strengthening community action for risk reduction and sustainable recovery Empowering and enhancing the capacity of the community is a sine qua non for optimization of external support United Nations Development Program, India

Why the Community? • First responder to every emergency in real-time and locational context • First sufferer in every disaster • Institutional knowledge base of traditional coping mechanism • Vulnerability mapper ‘by default’ • Best damage assessor in sight • For sustainable Risk reduction - self help, the only help United Nations Development Program, India

NSS & NYKS in Disaster Management • Thrust areas – Health, Literacy, Environment and Disaster Management (DM) • National Service Scheme (NSS) and Nehru Yuva Kendra Sangathan (NYKS) support disaster relief and rehabilitation work in affected areas • During natural disasters in various parts of India NSS efforts in rescue, relief and rehabilitation have been appreciated • In many parts of India shelters for shelterless have been constructed United Nations Development Program, India

  6. Primary Focus of NSS NSS has been on humanitarian response – a felt need to develop specialized skills for constructive role in pre-disaster phase. United Nations Development Program, India

Envisaged role of NSS • Facilitate Community Contingency Planning - Community being the first responder, NSS to help develop DM Plans at community level and enhance its capacity • Being a potent social mobilizer, NSS to help mainstream DM into day-to-day lives • Generate awareness and sensitize the masses • NSS helps reduce vulnerabilities and risks through regular and special programmes • To promote safety and awareness programmes in educational institutions • Training and capacity building of DMCs and DMTs United Nations Development Program, India

Sensitization and Awareness Generation • Development of Preparedness and Response Plans at the Community and Administrative levels • Development of Techno-legal regime and Capacity Building at all levels • Knowledge Networking with various agencies Objectives of DRMP United Nations Development Program, India

Awareness Generation • By showing films on earthquake and fire through Cable Operators • By showing clippings in cinema halls • Displaying banners and posters at community places • Conducting regular community meetings • Through demonstrations, film shows in public gatherings and street plays in vulnerable communities United Nations Development Program, India
