Document 2.4 (cont)RA Presidents Meeting • Discussion focused on: • Preparation of the 2012-2015 Budget • Role of RAs in WMO Strategic and Operational Planning • Structure of RA working mechanisms • Regional Aspects of GFCS • Coordination and Cooperation with Technical Commmissions • Regional Office role and operation • Management of the Regional Training Centres

Document 2.4 (cont)RA Presidents Meeting Preparation of the 2012-2015 Budget • Expressed concern for needs of developing countries emerging from especially and impact of global financial crisis • Supported the priorities • GFCS, Capacity Building, WIGOS and DRR • Expressed general support for proposed budget • Need for assistance in • Infrastructure development, DRR, capacity building and coordination of key programs

Document 2.4 (cont)RA Presidents Meeting Role of RAs in the WMO Strategic Planning Process • Template for RA inputs to Operating Plan: • Challenges to identify only one Expected Result of highest interest • Felt most ERs and Key Outputs (KOs) were included in the budget for 2012-2015 • Need to work with TCs – supported recommendations of the 2010 PTC meeting on Strategic Planning • Differing time frame of development of WMO Strategic Plan and RA meetings (past and planned) • Recognized role of RA Management Groups for regional intercessional input to the Strategic Planning process • Asynchronous RA Meeting schedule

  6. Document 2.4 (cont)RA Presidents Meeting Regional aspects of GFCS • Full support by RA presidents • Noting potential benefits - regional and national • Stressed need for additional resources for implementation (eg, Adaptation Fund) • RA/TC partnership for development of RCCs

  7. Document 2.4 (cont)RA Presidents Meeting Management of Regional Training Centres • 23 RTCs and 4 proposed • Recognized value of RTCs • Agreed to work with ETR Office to monitor and support

Document 2.4 (cont)RA Presidents Meeting Diversity in the structures and working mechanisms of RAs • Some RAs stressed flexibility in development of subsidiary groups • to better focus available funding on priority activities of the region • Other RAs stressed comprehensive approach and established fixed working groups • reflect the ERs of the WMO Strategic Plan and more stable program linkages • Noted different Regional situations /priorities • Recognized need for focal points: link to program activities • Expressed interest in WG-SOP discussion reforms regarding the role of TCs and RAs

Document 2.4 (cont)RA Presidents Meeting Regional Offices • Appreciated by Presidents (Advocacy – Tech coop) • Pilot Project: Move of Director for the Americas to Paraguay. • Positive early benefits for Regions III and IV • Consider benefits of similar approach for other regions • Presidents of RAs requested strengthening WMO Offices in the respective Regions

Document 2.4 (cont)RA Presidents Common Regional Issues of Concern • Regional Strategic Plans • Progress made (RAs II, IV, VI, and V approved) • Secretariat requested to continue to assist RAs to further • develop & implement regional operating plan • Plan for Next Financial Period • Tele-communications connections • Improvements made at several NMCs • Need for adequate GTS links to regional centres with medium/high speed circuits • Need to have access to products from advanced centres • WIS support needed: pilot projects in regions
