Document 2.4 (cont)RA Presidents Meeting Preparation of the 2012-2015 Budget • Expressed concern for needs of developing countries emerging from especially and impact of global financial crisis • Supported the priorities • GFCS, Capacity Building, WIGOS and DRR • Expressed general support for proposed budget • Need for assistance in • Infrastructure development, DRR, capacity building and coordination of key programs
Document 2.4 (cont)RA Presidents Meeting Role of RAs in the WMO Strategic Planning Process • Template for RA inputs to Operating Plan: • Challenges to identify only one Expected Result of highest interest • Felt most ERs and Key Outputs (KOs) were included in the budget for 2012-2015 • Need to work with TCs – supported recommendations of the 2010 PTC meeting on Strategic Planning • Differing time frame of development of WMO Strategic Plan and RA meetings (past and planned) • Recognized role of RA Management Groups for regional intercessional input to the Strategic Planning process • Asynchronous RA Meeting schedule

Document 2.4 (cont)RA Presidents Meeting Diversity in the structures and working mechanisms of RAs • Some RAs stressed flexibility in development of subsidiary groups • to better focus available funding on priority activities of the region • Other RAs stressed comprehensive approach and established fixed working groups • reflect the ERs of the WMO Strategic Plan and more stable program linkages • Noted different Regional situations /priorities • Recognized need for focal points: link to program activities • Expressed interest in WG-SOP discussion reforms regarding the role of TCs and RAs
