Introduction to EU Funding Instruments for Research and Development in E-HealthDr. Agnes SzmolenszkyHungarian Science and Technology Foundation (TETALAP)
FP7 at a Glance • 2007-2013 • Total budget of over € 50 Billion • Supports research in selected priority areas Objectives • to strengthen the scientific and technological base of European industry • to encourage international competitiveness, while promoting research that supports EU policies.
Budget Evolution of FPs FP1:1984–1987 FP2: 1987–1991 FP3: 1991–1994 FP4: 1994–1998 FP5: 1998–2002 FP6: 2002–2006 FP7:2007–2013
Structure of FP7 Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity + Joint Research Centre (non-nuclear) Joint Research Centre (nuclear) Euratom
Cooperation – Collaborative research • Core of FP7 • Promotes collaborative research in Europe and beyond • Aims to gain leadership in key scientific and technological areas • Supports cooperation between universities, industry, research centres and public authorities • 10 thematic priorities
FP7 Cooperation – 10 Themes • Health • Food, agriculture and fisheries, and biotechnology • Information & communication technologies • Nanosciences, nanotechnologies, materials and new production technologies • Energy • Environment (including climate change) • Transport (including aeronautics) • Socio-economic sciences and humanities • Space • Security
FP7 Cooperation – Health pillar 1: Biotechnology, generic tools & technologies for health pillar 2: Translating research for human health pillar 3: Optimising the delivery of health care Activity (pillar) 4: Other actions across the theme cross-cutting issues: child health, the health of ageing population gender-related health issues
FP7 Cooperation – ICT eHealth research is being tackled under “Challenge 5 – Sustainable and Personalised Healthcare” Aim: creation of an “intelligent environment” in which: • the health status of any given individual can be monitored and managed continuously • health professionals are assisted in addressing major health problems
FP7 Cooperation – ICT Work in Challenge 5 focuses on 3 main areas: 1. Personal Health Systems (PHS): key technologies, such as biosensors and secure communications, helping monitoring and management of health status EU research funding targets: • research into monitoring systems for patients with chronic diseases • systems and tools which can be used for diagnostic purposes
FP7 ICT Projects I. Some examples: • CD-Medics "Coeliac disease - management, monitoring and diagnosis using biosensors and an integrated chip system" • Chronious "An open, ubiquitous and adaptive chronic disease management platform for COPD and renal insufficiency" • DIAdvisor "Personal Glucose Predictive Diabetes Advisor" • Metabo "Controlling Chronic Diseases related to Metabolic Disorders„ More to be found at:http://ec.europa.eu/information_society/activities/health/research/fp7phs/index_en.htm
FP7 Cooperation – ICT 2.Patient Safety (PS): software tools to help decision making with a potential effect on patient safety FP7supports projects which seek to develop advanced ICT applications to improve risk assessment and patient safety. Specific intervention areas may inlcude: • safety of surgical interventions • improving the interaction between clinical care and clinical research • improvement of global health security
FP7 ICT Projects II. Some examples: • Avert-It "Advanced Arterial Hypotension Adverse Event prediction through a Novel Bayesian Neural Network" - • Comoestas "Electronic Interactive Patient Record" • DebugIt "Detecting and Eliminating Bacteria UsinG Information Technology" • EU-ADR (former Alert) "Early detection of adverse drug events by integrative mining of clinical records and biomedical knowledge" • Gap "Guard, Anticipation and Prediction. A new approach to Health Risk Prediction" More to be found at:http://ec.europa.eu/information_society/activities/health/research/fp7ps/index_en.htm
FP7 Cooperation – ICT 3. Virtual Physiological Human (VPH): networking multidisciplinary researchers in the fields of bio-informatics, genomics, and neuro-informatics to help create a new generation of eHealth systems to assist the ‘individualisation’ of disease prevention, diagnoses and treatment. EU research funding targets: • Development of tools to model and predict the effects of different treatment options in individual patients.
FP7 Cooperation – ICT Specific intervention areas may inlcude: • simulation for surgical training, planning and intervention • prediction or early diagnosis of disease by integrating patient history with biomedical imaging (from X-rays, scans and internal camera examination of the patient as well as microscopic examination of cells removed from the body) • simulation environments for assessing the efficacy and safety of specific drugs.
FP7 ICT Projects III. Some examples: • Action-Grid - International cooperative action on grid computing and biomedical informatics between the European Union, Latin America, the Western Balkans and North Africa • ARTreat - Multi-level patient-specific artery and atherogenesis model for outcome prediction, decision support treatment, and virtual hand-on training • ContraCancrum - Clinically Oriented Translational Cancer Multilevel Modelling • euHeart - Personalised and intergrated cardiac care: Patient-specific Cardiovascular Modelling and Simulation for In Silico Disease Understanding and Management and for Medical Device Evaluation and Optimization More to be found at:http://ec.europa.eu/information_society/activities/health/research/fp7vph/index_en.htm
FP7 - Ideas Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity
FP7 - Ideas • Supports “frontier research” • All areas of science and technology – “bottom-up” approach • Selection based on scientific excellence only • Individual research teams (or collaboration) • Implemented via the European Research Council (ERC)
FP7 - People Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity
FP7 - People • Provides support for researcher mobility and career development • For both researchers inside and outside the EU • Objective – to make Europe more attractive to the best researchers • Implemented via a set of Actions
FP7 - Capacities Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity
FP7- Capacities Aims to strengthen Europe’s research capacities through: • Research Infrastructures • Research for the benefit of SMEs • Regions of Knowledge • Research Potential • Science in Society • Specific Activities for International Cooperation
Competitivesness andInnovation Framework Programme (CIP) Aims: • Foster the competitiveness of enterprises (especially SMEs) • Promote innovation, including eco-innovation • Accelerate the development of a competitive Information Society • Promote energy efficiency and new/renewable energy sources (including transport) Programmes: • Entrepreneurship and Innovation Programme • ICT Policy Support Programme • Intelligent Energy Europe Programme
CIP ICT Policy Support Programme Aim: supporting member states and stakeholders to ensure EU-wide interoperable health services. Specific objectives for e-health: • Enlargement of the pilot "epSOS" on eHealth Interoperability for patient's summaries • ePrescription" and "Scaling up of eHealth services and supporting the EU eHealth governance initiative
CIP ICT Policy Support Programme Some examples: European Patients Smart Open Services project (epSOS): a European large scale pilot aiming at developing, testing and validating specifications for interoperability of patients summaries and ePrescriptions. It involves 27 beneficiaries out of twelve EU-member states, including ministries of health, national competence centres and industry. ICT PSP open until 1 June 2010.
