Background • The GFG research is a product of a collaborative effort led by three pan-African Networks: the African Organisation of Supreme Audit Institutions, the African Tax Administration Forum and the Collaborative Africa Budget Reform Initiative. • The project received technical and financial support from the AfDB, GTZ and UNECA.
Background • Rationale: • Establish a home-grown voice on sound public finance management principles, auditing practices and credible tax systems that originate in Africa and are appropriate for the African context. • Reemphasize importance of GFG in light of global financial crisis and the momentum in Africa to address good governance. • Purpose: • To identify challenges of and priority reforms for good financial governance in Africa • Inform a Declaration on Good Financial Governance to be considered for adoption by African Ministers of Finance

Methodology • Desk research (primary and secondary data): • Country documents (e.g. constitutions and legal frameworks) • databases already built up Reviews / empirical data sources • Targeted country experiences / country case studies of success • AFROSAI and CABRI Surveys • Consultation with members/other organisations • Targeted country experiences/country case studies of success Organisation: • Three Networks produce thematic papers on Audit, Tax and PFM to be consolidated in a Status Report • Reference group to coordinate and guide research • Network review groups • External reviewers
