  4. Data Sharing in WebEOC • WebEOC “dual commit” with NCR • Next generation WebEOC Fusion • Being introduced in NOVA and Hampton Roads • VDEM publishes boards and controls permissions • Locality, other states, or agencies subscribes • Data queued and maintained if network connection between servers severed • Moving forward with implementation at VDEM

  7. Common Operating Picture • Ability to effectively collect and manage information from disparate sources • Commonly referenced • Supports real-time data collection • Flexible information architecture • Distill large volumes of data into relevant, meaningful and actionable information / intelligence • Discover patterns, trends and relationships • Ability to create repeatable and sharable information and models • Support more informed decision-making • Exchange information with internal and external partners effectively and timely • Increased capability to rapidly process and disseminate information resulting in enhanced protection of people and assets • Provide a flexible information exchange platform to rapidly integrate new/additional information across centralized and remote operating environments • Interoperate with other systems using open standards

  8. COP: Requirements • Display multiple information sources in one panel • Pick and choose sources • Filter data • Configure presentation • View data in Tabular or Chart format • Make information that needs immediate attention stand out 8

  11. Building of Public/Private Partnership VHHA established and initiated working group of hospital leaders in late 2001. VHHA/VDH jointly developed applications for HRSA grant (received 4/2001).

  12. Regions Region Northern Central Eastern Northwest Near Southwest Far Southwest

  13. Culture of Cooperation Surge Capabilities Regional Healthcare Response Systems Regional Hospital Coordinating Centers Cross Regional/Statewide Coordination

  14. RHCC Functions Activate the RHCC and regional plan at request of VDH and/or per regional plan Collect or distribute emergency information within the region at request of VDH and/or per regional plan

  15. RHCC Functions Coordinate hospital emergency response activities at request of VDH and within the scope of the regional plan Participate on communications exercises and drills

  16. RHCC Functions Coordinate diversion status/patient distribution within region as defined in the regional plan Coordinate regional sharing of healthcare resources during emergencies based on guidelines developed in regional plan

  17. Healthcare Coordinating Function State EOC VDEM – (ESF-8 Seat) VDH/VDEM defines scope of activities and information exchange at this level. VDH ECC ESF-8 Coordinating Center (Hospital Seat) Contact between the healthcare provider system and the statewide emergency response system. Provide an interface through the VDH/ECC to the EOC. As defined in this plan, specified levels of information exchange and coordination of state provided resource distribution will be established between VDH/ECC and the RHCC. Six Regional Hospital Coordinating Center (RHCC) RHCCs serve as the contact between regions and the VDH/ECC. They may be activated through direction of VDH. Each region defines level of information exchange and scope of medical coordination authority granted to the RHCC. Individual Hospitals in each Region RHCCs serve as the contact between regions and the VDH/ECC. They may be activated through direction of VDH. Each hospital identifies the contact point and access procedures to the local (City/County) Emergency Operations Center (Note: the ESF-8 seat in the local EOC is the likely contact point for hospitals). Also they identify what level of support can be expected and define the requesting process. Local EOC (City/County)

  18. Online Status System Virginia Healthcare Alerting and Status System (VHASS) Began development late 2002 Started as grant administrative page Secure site for healthcare providers Combination of homegrown and vendor products Virginia Hospital dataset was the basis of the national HAvBED (Hospital Available Beds for Emergencies and Disasters)
