  2. IMHAA project: aims • To prepare advocacy to be in a state of readiness for the implementation of the Mental Health Bill • To prepare the necessary documentation • To work with advocacy and service users in the development of the work Durham Centre for Applied Social Research

  3. Tasks • Research, develop, write, pilot, ensure provision of: • Assessment of need • Good practice guidance • Organisational development and governance • Costing and commissioning guidance • Training • Monitoring and review Durham Centre for Applied Social Research

  4. Task 1: Assessment of need • Assess • How much IMHAA is needed nationally • From statistics • The capability and capacity of advocacy currently • By mapping • Analyse the gaps • Report • Plan development/implementation Durham Centre for Applied Social Research

  5. Advocacy mapping • Internet survey • All advocacy service are requested to: • Register • Receive a secure password • Enter and edit a description of their service online • Paper version will be available • Piloted in South West Durham Centre for Applied Social Research

  6. Mapping content • Information to be collected: • Contact details • Type, who for and specialisations • Where – setting, name of NHS trust, geographical cover • Staffing • Organisational structure and governance • Training and supervision • Commissioning and funding (confidential) • Monitoring and review Durham Centre for Applied Social Research

  7. Mapping links • Liaising with Advocacy Resource Exchange (CAIT) • Work with advocacy networks • Mapping registration will • create email network • Generate an advocacy service directory • Enter services into summary reports/benchmarking Durham Centre for Applied Social Research

Task 2: Research and write good practice • For example on: • Interface with legal advocates • Interface with other safeguards – PALS, ICAS • The Nominated Person • Children and young people • People with learning disabilities • Service users who cannot instruct an advocate • Dementia advocates • BEM • Gender issues Durham Centre for Applied Social Research

Task 3: Develop organisational structures • Agree the models of service for IMHAA • Research and agree standards for IMHAA • Governance (accountability and independence) • Staffing • Support and supervision • Develop the method and process of accreditation for IMHAA services Durham Centre for Applied Social Research

Task 4: Research costing and prepare commissioning guidance • Research the cost components of advocacy provision including salaries • Develop guidance for commissioners • Develop a model contract • Research and develop guidance for provision of IMHAA in independent hospitals • Secure funding Durham Centre for Applied Social Research

  12. Task 5: Training • Learn from existing advocacy training • Develop an approach to the provision of training for IMHAA • Ensure IMHAA can access appropriate training before Bill implementation Durham Centre for Applied Social Research

  13. Task 6: Develop system for scrutiny, monitoring and review • Clarify role of Healthcare Commission and develop procedures for scrutiny by them • Establish good practice in monitoring and review Durham Centre for Applied Social Research
