  3. Workforce Participation • 70% (or more) of people who recently experienced homelessness are unemployed • People who have recently been incarcerated are 30% more likely to be unemployed

The contingent labor force will constitute, on average, a full 50% of the new source of workers to whom employers will turn—resulting in approximately 15% to 25% of the total workforce being contingent by 2020, up from 10% currently.
