Mining Rules of Engagement • Peacetime • Own territorial waters: • Perfectly legal under all international laws • Must provide notification through notice to mariners • High Seas: • Must be an immediate and legitimate self-defense/security concern • Cannot unreasonably interfere with other ocean uses • Scope of mining must be in proportion to the threat • Must provide international notification as to the location and duration of field • Must maintain presence to warn approaching vessels • Must remove mines when no longer threatened • Other nations waters • Considered a violation of sovereign territory • Wartime • International notification required (may not mine for indefinite period of time) • Must remove mines after hostilities cease • May channelize but not impede shipping in international straits • Must provide alternate route for neutral shipping if mining high seas • Cannot solely target commercial shipping
