Citation Patterns & User Study • Analyzed citation patterns of authors (articles) on domestic journals • Highly dependent on foreign information resources (especially, science and technology), over 90% • Journals, proceedings, technical reports, dissertations, web resources…. • Reasons for preference to foreign information resources for doing research • Quality difference • Reliability of foreign resources • Difficult to find domestic information resources (1980’s) • Need to share national information resources • Open access to research information
Important Information Resources • Important information resources in Korea are mostly from academic societies, universities, and other parts, such as government, private, and so on • The Sources of National Knowledge and Information Resources • Academic societies : academic journals and proceedings • Associations : journals and magazines • Universities : theses and dissertations, other research papers • Government or government-funded organization : research reports, white papers, and other government publications • National Museum : ancient documents • National Archives & Records Service : national cultural heritages and other national archives • Other resources from private sector (Only for open access resources)

Digitization in Korea – role play • continued • Government-funded Information Centers • 9 information centers, representing 9 major areas (Culture, History, Maritime, Industry, Science & Technology, Education, Information & Communication, Construction, and Law) • Digitizing research reports, government publications, for assigned subject area • KADO(Korea Agency for Digital Opportunity & Promotion) • Managing agent for 9 information centers (Mediating & controlling) • Responsibility for making digitizing plan of national information resources • Budget allocation for digitizing of national information resources • Responsibility the distribution and sharing of digitized information by integrated services, called Korea Knowledge Portal

Data Collection System - dCollection • A system for collecting metadata and digital documents, such as theses, dissertations, and other research papers from academic communities in Korea • Developed and operated by KERIS • To preserve digital documents and to assure open access to information • 206 universities in Korea were attended • 640 thousands theses and dissertations (full-text) are included • Will be connected with major open archives in other countries

Data Collection System - ACOMS • Article COntribution Management System, developed and operated by KISTI • Two different Purposes; • For Academic Societies : Web-based Paper Submission & Review System • To support the major activities of academic societies including membership management, journal processing, conference organization, e-journal management and search system • For Information Center : Web-based system for collecting information, produced by academic societies • To collect digital documents, in a systematic approach, produced by Korean academic societies • At the present, 225 academic societies were attended

Korea Knowledge Portal (Service) • Korea Knowledge Portal is the web-based information service system, designed to promote the circulation of the digitized Korean national knowledge and information resources • Operated by KADO (Korea Agency for Digital Opportunity and Promotion) • providing integrated information search services that encompass 9635 databases, scattered across various areas • 331 government agencies operate service systems for their own databases • Korea Knowledge Portal gives the highest priority • to maximize sharing and usage of national knowledge information resources • Open to public

Concluding Remarks • We found a way to go, but we did not find a way how well to get there yet in sharing information among ….. • Information Infrastructure is not a matter of how well to collect electronic data, but a matter of how well to cooperate and share information among libraries, countries, all over the world • The ultimate goal is to provide information services to users • Should be ready to open, and to be shared • Digital Divide among people, countries should be minimized • How can we do?
