Metiri Group Study commissioned by the NYSED under the direction of the USNY Technology Policies & Practices Council in March, 2006 • What is the current state of: • Digital Capacity • Digital Content • Digital Use • across New York State and • USNY?
Metiri Group Study General Findings • Need common vision and understanding for using technologies • Need to exploit the full potential of USNY as a “system of systems”
Metiri Group Study Findings: Digital Capacity • There is an urgent need for a coordinated statewide broadband network to level the field
Metiri Group Study Findings: Digital Capacity • There is a need for SED to take a lead in establishing standards for the acquisition and use of technologies by schools
Metiri Group Study Findings: Digital Content • There are tremendous educational resources from libraries, museums and cultural organizations that are presently untapped by schools
Metiri Group Study Findings: Digital Use • There is limited teacher and administrator proficiency in the use of advanced technologies
USNY Technologies Policies & Practices Council Recommendations: Digital Capacity 1. Build a statewide broadband network; 2. Establish and publish standards for acquisition and integration of technologies for schools;

Create a collective vision and strategy for the use of technologies to advance teaching, learning and leading in the 21st Century (National Partnership for 21st Century Skills); Creative & Innovation Skills Critical Thinking & Problem Solving Skills Community & Collaboration Skills Information Literacy Media Literacy
USNY Technologies Policies & Practices Council Recommendations: Digital Use 5. Update the requirements for professional development to address the use of technologies to support teaching and learning;
USNY Technologies Policies & Practices Council Recommendations: Digital Use 6. Update the standards for teacher preparation programs to support the integration of technologies into teaching & learning;
USNY Technologies Policies & Practices Council Recommendations: Digital Use 7. Establish standards for school leadership preparation and ongoing professional development programs to ensure that all school leaders have the the necessary skills and framework to support the use of technologies in teaching and learning;
USNY Technologies Policies & Practices Council Recommendations: General 8. Create and staff a USNY Office of Instructional Technologies.
