Need for local initiatives –translating global agenda into local action Need for equitable partnerships between the combined expertise of communities, professions, NGOs and governments Need for an innovative platform for multi-stakeholder dialogue—a platform that enables diverse groups to interact, learn collaboratively and take collective decisions and actions towards SD

RCE Blueprint • Identify local problems, local priorities, and existing capacity in relation to the objectives of the DESD. • Identify interested parties and strategies to build a vision for an RCE in the region. • Determine potential governance structure of an RCE. Who will be the major initiators and promoters of the RCE? • Outline prospective actions.

Core Elements of an RCE • Governance – RCE management & leadership • Collaboration - engage actors from all levels of formal, non-formal and informal education • Research & development – address the role of research in RCE activities, contribute to strategies for collaborative activities, including with other RCEs • Transformative education - satisfy ambitions of region for sustainable living &livelihood

  6. Guidelines for RCE Applications • Contacts • Geographical scope – plus sustainability characteristics • Regional challenges - should form basis for outlining the RCE’s objectives and activities • Process of RCE development - how consensus for RCE was developed, consultations with stakeholders, list of key institutions committed to RCE initiative & background information on each (various sectors)

Guidelines cont. • RCE vision and objectives – in relation to regional challenges • Strategies and scenarios • Monitoring and evaluation system • Governance / Management structure – to serve as a platform for dialogue among regional/local ESD stakeholders; should not be dominated by any single institution • Resources & commitment

Guidelines cont. • Collaboration among stakeholders • Ongoing and planned activities - should be relevant and in line with the regional challenges and objectives of the RCE, as well as the three pillars of sustainable development. Planned activities should include those on R&D and on transformative education
