  4. The Changing Local Picture Setting the Scene • Clear national drivers for all local authorities • The Governments White Paper “Our Health, Our Care, Our Say” • “Putting People First” • Personalisation Agenda

  5. Why Do We Need To Change? • Develop services in response to local need • Joint Strategic Needs Assessment (JSNA) • Framework for Communities Directorate, local government and NHS to work together • Sharing data to show what is important to local people

  6. What does it tell us? • Lincolnshire is a good place to live Although; • High risk of flooding • Poor quality water due to agricultural pesticides • Generate high levels of waste per head

  7. Changing Demography • Fast growing population • By 2029 we will see a 32% increase in the population figures from the 2001 census • Over 65’s will increase from 139,00 in 2007 to 192,000 in ten years and 241,000 in twenty years. East and West Lindsey, North and South Kesteven will see the largest increases in their older population. • Those in the over 80 age group will show a consistent increase

  8. Employment • Low skills / low wages • Food and farming dominate the economy • Develop educational and employment opportunities for young people so they chose to stay • 1 in 10 of those people educated to degree standard or above work outside of the County

  9. Access and Housing • Poor infrastructure which impacts on service delivery in rural areas • Current house prices put property out of reach for low wage families • Affordable housing • Only 16% of new build is classed as affordable, national average is 24%

Health • Measured in terms of mortality and morbidity • Countywide our rates our generally good • Boston has premature death rate for men • East Lindsey death rates from diabetes and accidents are higher than average • West Lindsey has higher than average rate for cancer, strokes, diabetes and accidents

  11. How will this impact on our services? • Need to plan for the large increase in numbers of older people • Ensure services can meet the additional demand • Develop a better understanding of our changing population • Address the historical funding anomalies and respond to the data on need

  12. What do we need to do? • Target prevention and health care services • Continue to improve and expand our range of services and their effectiveness • Commission services to meet this need in the location where they are needed
