Background: Assumptions Filers • Practitioners practice in multiple jurisdictions. • Filers want universal service (any filing, any case type, anywhere). • Filers want comprehensive service (pleadings, forms, exhibits…). • Filers want a consistent end-user experience. • Filers need end-user support.
Background: Assumptions Electronic Filing Service Providers • EFSPs have resources (technical and financial). • An EFSP's product will provide a consistent user interface. • EFSPs will provide end-user support, billing, and value-added services. • EFSP competition will drive prices and product offerings.
Background: Assumptions California's E-Filing Environment • Interoperability between multiple courts and EFSPs requires standards. • Standards and infrastructural components will evolve rapidly. • E-filing systems must be scalable.
