ENVIRONMENTAL HEALTH & SAFETY PROGRAMS • DIRECTOR - University Wide Safety & Health • WORKER’S COMPENSATION • INDUSTRIAL HYGIENE - General Safety -PPE -Asbestos -Chemical Hygiene -Ergonomics -Facility Inspections -JCAHO
ENVIRONMENTAL HEALTH & SAFETY PROGRAMS (continued) • ENVIRONMENTAL HEALTH -Hazardous Waste -Air Quality -Sanitation -Water Quality -Indoor Air Quality -Air & Water Protection -Waste Minimization and Disposal -Emergency Preparedness -Sustainability -Auditing
ENVIRONMENTAL HEALTH & SAFETY PROGRAMS (continued) • OFFICE OF PROSPECTIVE HEALTH -Biological Safety -Radiation Safety -Infection Control -Employee Health
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION’S HAZARD COMMUNICATION STANDARD “HAZCOM” 29 CFR 1910.1200 Employee training program required by OSHA and the Federal “Right to Know” laws
PURPOSES • EVALUATION OF CHEMICALS FOR POTENTIAL HAZARDS • TO NOTIFY EMPLOYEES OF CHEMICAL HAZARDS THEY MAY BE WORKING WITH
WHAT IS A HAZARDOUS CHEMICAL? ANY CHEMICAL THAT IS A PHYSICAL HAZARD OR HEALTH HAZARD
PHYSICAL HAZARDS • FLAMMABLES • COMBUSTIBLES • CORROSIVES • COMPRESSED GASES • OXIDIZERS • EXPLOSIVES • UNSTABLE REACTIVES/WATER REACTIVES
HEALTH HAZARDS • SENSITIZERS • TOXIC SUBSTANCES • IRRITANTS • CARCINOGENS • ORGAN-SPECIFIC AGENTS (lungs, eyes, skin, mucous membranes, liver, kidneys)
POSSIBLE ROUTES OF ENTRY • INHALATION - breathing • INGESTION - eating, drinking • ABSORPTION - into skin or eyes • INJECTION - puncture
EXEMPTIONS • HAZARDOUS WASTE • TOBACCO PRODUCTS • WOOD PRODUCTS • ARTICLES • FOOD, DRUGS, COSMETICS • CONSUMER PRODUCTS • PESTICIDES • SEALED CONTAINERS
MAIN POINTS • CONTAINER LABELS • MATERIAL SAFETY DATA SHEETS (MSDS) • EMPLOYEE TRAINING
LABELING REQUIREMENTS ALL LABELS MUST INCLUDE: • Complete chemical name or trade name • Appropriate hazard warnings (written or pictorial) • Name of manufacturer, or responsible party
NFPA HAZARD DIAMOND • HEALTH - BLUE 0 - no hazard 4 - deadly • FLAMMABILITY - RED 0 - will not burn 4 - extremely flammable • REACTIVITY - YELLOW 0 - stable 4 - may detonate • SPECIAL - WHITE water reactive, radioactive, oxidizer, acid, alkali, corrosive
MATERIAL SAFETY DATA SHEETS(MSDS) REFERENCE THAT DESCRIBES CHEMICAL’S CHARACTERICTICS & HAZARDS MUST BE READILY AVAILABLE FOR EMPLOYEE REVIEW AT ALL TIMES THE EMPLOYEE IS IN THE WORKPLACE
MATERIAL SAFETY DATA SHEETS(MSDS) • EACH CHEMICAL USED IN THE WORKPLACE HAS ITS OWN MSDS • EACH DEPARTMENT MAINTAINS A FILE OF MSDS FOR CHEMICALS USED BY THAT DEPARTMENT • READ MSDSs CAREFULLY! THEY MAY COME IN DIFFERENT FORMATS
MSDS INFORMATION • Section 1 : IDENTIFICATION OF CHEMICAL • Section 2 : HAZARDOUS INGREDIENTS • Section 3 : PHYSICAL DATA • Section 4 : FIRE & EXPLOSION DATA • Section 5 : HEALTH HAZARDS • Section 6 : REACTIVITY • Section 7 : PERSONAL PROTECTIVE EQUIPMENT • Section 8 : SPILLS & LEAK PROCEDURES • Section 9 : HANDLING & STORAGE
TRADE SECRETS -- “Proprietary” • CHEMICALS ARE LISTED IN MSDS, BUT IT DOES NOT TELL YOU HOW MUCH OF EACH ARE IN THE MIXTURE • INFORMATION OF CHEMICALS SHOULD BE AVAILABLE TO HEALTH PROFESSIONALS IN CASE OF EMERGENCY
EMPLOYEE TRAINING - WHEN? • UPON INITIAL HIRING • EH&S conducts general training at HR Orientation • Supervisor conducts chemical specific training • WHEN NEW HAZARDS ARE INTRODUCED • WHEN IT IS APPARENT THE EMPLOYEE DOES NOT UNDERSTAND REQUIREMENTS
RESPONSIBILITIES EMPLOYEE: • ATTEND HAZCOM ORIENTATION • LEARN ABOUT MSDSs • LABEL ALL CONTAINERS AS REQUIRED • FOLLOW SAFETY GUIDELINES
RESPONSIBLITIES SUPERVISOR: • SHOW EMPLOYEES WHERE MSDS FILE IS KEPT IN THE WORKPLACE • INSTRUCT EMPLOYEES ON THE SAFE USE OF MATERIALS THEY ARE ASSIGNED TO WORK WITH
CONCLUSION REMEMBER- HAZCOM IS A HEALTH AND SAFETY PROGRAM DEVELOPED FOR ALL EMPLOYEES. HOWEVER, IT IS UP TO YOU TO USE IT.
FIRE SAFETY • FIRE EXIT LOCATIONS • PULL ALARMS • EXTINGUISHER LOCATIONS
TRUE or FALSE:The basic goal of the HAZCOM program is to be sure employers and employees know the chemical work hazards and how to protect themselves.
WHAT IS THE DEFINITION OF A HAZARDOUS MATERIAL? a) Any chemical found in the workplace b) Any chemical listed by OSHA c) Any mixture that is a known cancer causing agent. d) Any chemical that is a physical or health hazard
WHICH IS FOUND ON A MATERIAL SAFETY DATA SHEET? a) Spill & leak procedures b) Health hazards information c) Personal Protective Equipment d) All of the above
THE YELLOW PORTION OF THE NFPA DIAMOND REPRESENTS: a) Health hazard b) Reactivity hazard c) Flammability hazard d) Special hazard
