EXPOSED • Any target that sticks out, attracts attention • Twin Towers World Trade Center compared with chemical factory in an industrial suburb
VITAL • Infrastructure • Electricity grids, water supply, air traffic systems, telecommunications
ICONIC • Symbolic of America • White House, Statue of liberty, • Represents government • Federal building Oklahoma City
LEGITIMATE • Will the attack invite moral condemnation? • Very difficult judgment for terrorists
DESTRUCTIBLE • Twin towers – took two attempts • Truck bombing • Airplanes as missiles
OCCUPIED • Small targets packed with people • Suicide bombers seek crowded busses, cafes or subway systems • Large targets with many people • Twin Towers, office buildings
NEAR • Criminals operate close to home, so do terrorists • IRA mounted many thousands more attacks in Northern Ireland than on British mainland
EASY • No barriers, lax security • Truck bomb parked 8 feet from Murah building
