State Budget and Election Focus 2015
State Budget Estimates of the state’s structural deficit heading into the next budget biennium range from $2.1 to $2.7 billion.
2011-13 Biennium • The $641 million DOA lapse in 2009-11 biennium “will need to continue in the 2011-13” biennium. • Plan for at least 10% base reduction. • Assume zero growth in overall GPR appropriations. Only exception for UW System is instruction and research activities focused on economic growth. • Additional funding requests will be limited to revenue availability and “only the highest priority programming needs.”

Fall 2010 University Priorities: Enrollment Management Examine policies and procedures for matriculation of all students making it user friendly and borrowing from universal design.
Enrollment Management Priority ACTION PLAN: • User-friendly methods of payment • Eliminate paper add/drop card • Expansion of add/drop period • Online waitlists • “Return to Wisconsin” program • Streamline scholarship process • Automate distribution of transcripts
Experiential Learning Priority • ACTION PLAN: • Standardized definition for the implementation of extra-curricular and co-curricular activities in a transcript or portfolio. • Individual responsible for coordination • Campus-wide steering group • Tool to track and report these activities
Fall 2010 University Priorities: Experiential Learning #2 Expand learning communities to enroll greater numbers and achieve 2015 targets, as proposed in the recruitment and retention proposal.
Experiential Learning Priority #2 ACTION PLAN: • Update the Learning Community Advisory Committee • Research best practices related to learning communities • Develop model to achieve 2015 targets for learning communities • Determine the comprehensive costs/resources associated with current learning communities and future projected costs • Implement the plan to achieve the 2015 targets
Fall 2010 University Priorities: Sustainability Integrate sustainability into the curriculum, via classroom experiences, research projects, and general education courses, as appropriate.
Sustainability Priority ACTION PLAN: • Recommend a definition of “Infusing Sustainability into Curriculum.” • Provide a list of potential classroom projects. • Make available to campus a summary of action plans from the ‘Infusing Sustainability into Curriculum’ conference, and develop recommendations for campus-wide initiatives. • Introduce the concept and definition of “Infusing Sustainability into Curriculum” to the Faculty Senate and request endorsement.
Fall 2010 University Priorities: Sustainability #2 Develop and approve the energy conservation policy and the waste reduction policy.
Sustainability Priority #2 ACTION PLAN: • Review and evaluate environmental cost benefit analysis methodologies and recommend one • Complete a high level preliminary summary of the financial and greenhouse gas impact • Categorize or rank the components of each policy from near‐term to long‐term implementation • Propose the policies incorporating the feedback from the campus
Fall 2010 University Priorities: Diversity Implement plans to increase enrollment, retention and graduation of minority students, as proposed in the multicultural recruitment proposal.
Diversity Priority ACTION PLAN: • Conduct an in depth qualitative study to assess how to improve graduation rates for minority students at UW-Stout, and develop recommendations • Conduct quantitative market research to generalize the results from the qualitative study to the UW-Stout population
