PPIW – Public Power Initiative of the West • Voluntary coalition of large public power agencies working to: • Provide benefits to customers • Enhance transmission access • Ensure reliability • Support competitive, bilateral, wholesale markets • Work within existing regulatory structure • Preserve individual business models

  4. What is ? • A common internet site for posting and reserving transmission in a large portion of the West operated by an independent third party • A cost effective means to enhance transmission access built upon Order 888/889 principles • A way to modernize transmission OASIS reservations involving multiple transmission providers • Available to all market participants • Scheduled operation in first quarter 2004

Benefits of • Builds upon existing open access transmission tariffs and existing bilateral energy markets • Supports reliability by making transmission more easily available to deliver generation to loads • Creates market efficiency through enhanced utilization of the regional transmission grid • Provides workable tools to support a viable secondary market for transmission • Provides a platform for additional market improvements through voluntary cooperation

PPIW – Future Plans Assess strategies to provide further benefits to customers, including: • Pursue enhancements to wesTTrans.net • Enhance regional price transparency for bilateral wholesale markets by, for example, implementing new market indices • Standardize electricity interchange scheduling to minimize seams issues • Design bilateral market methods to increase efficient use of the transmission grid • Support coordination of transmission planning, expansion, interconnection and operations
