  1. VOLUNTEERS TO GET POWER TO BOOK LITTERBUGS By Melissa Seow Wan Ting P5-1

  2. 60 trained volunteers will be issued *accreditation cards in the next few weeks • Will give them the authority to ask litterbugs to bin their trash • If litterbugs refuse, volunteers can take down their particulars VOLUNTEERS GIVEN AUTHORITY Dictionary: *Accreditation: give authority to someone or something when certain standards have been met

  3. VOLUNTEER GROUPS TAKING PART • Public Hygiene Council • Waterways Watch Society • Singapore Kindness Movement • Singapore Environment Council • Cat Welfare Society

  4. First floated* by Minister of the Environment and Water Resources, Dr Vivian Balakrishnan • He believes that we need to reclaim community ownership and community action over the environment Idea to include members of the public in the effort to prevent littering Dictionary: *Floated: put forward (an idea) as a suggestion or test of reactions

  5. NUMBER OF LITTERING OFFENCES 41, 392 11, 131

  6. Littering remains a serious issue • Some Singaporeans still litter ‘with *impunity’. EVEN THOUGH THE NUMBER OF LITTERING OFFENCES WENT DOWN… Dictionary: *Impunity:exemption from punishment

  7. Politely approach people who litter and ask them to bin their trash properly • Assess the risk– e.g. not to approach drunk litterbugs • Seek help from NEA officers or note down particulars of offender if difficult situations arise • Walk away if an encounter with a litterbug turns aggressive VOLUNTEERS WILL BE TRAINED TO…

  8. REFLECTIONS AND FURTHER DISCUSSION

  9. PENALTIES FOR LITTERING • First-time offenders: Fine of S$500 • Repeat offenders: Fine of up to S$1,000 They may also be sent to court where a Corrective Work Order (CWO) and a court fine may be imposed

  10. WHAT IS CWO? • The CWO requires litterbugs to spend a few hours (up to a maximum of 12 hours) cleaning a public place such as picking up litter in a park • Made to wear luminous jackets with the words ‘CWO’ and sometimes local media are invited to cover the event • Authorities hope that public shame will make repeat litterbugs think twice about littering

  11. SHOULD VOLUNTEERS BE GIVEN POWER? Yes! • Task of keeping Singapore clean should not be left only to the authorities • Dr William Wan of the Singapore Kindness Movement: “It is important to have a critical mass to create social pressure.” No! • Daniel Goh of NUS: “I don’t think it is right for a government agency to pit citizens against citizens and expose people to potential violence.” • Suggested using creative campaigns and surveillance cameras instead
