  2. Agenda Item1 1. Report from HMT on FCL issues

  3. 1.A. Action items fromlast meeting 1. Comparison work on FAA/JAA theoretical knowledge and practical testing requirements to recommence as soon as practicable when JAA resources have been identified. Industry comparison of FAR 142/JAA TRTO to be made available. • Status: Industry work received. Under final FAA review.

  4. 1.A. Action items fromlast meeting 2. FAA and JAA to reach agreement on a model Implementation Procedure for Licensing (IPL) by June 2002. • Status: FAA and JAA consider that the work can be completed during year 2002.

  5. 1.A. Action items fromlast meeting 3. Manufacturers organizations to finalize proposal for special validation conditions for testing/training pilots for submission to FAA/JAA. • Status: Complete. Proposals received in May 2002.

  6. 1.B. Accomplishments in Additionto the Action items • Work progressing between FAA/JAA/TCCA in the harmonization of pilot type rating and resultant required training. • Continued exchanges of aviation information of interest.

  7. 1.C. Work Plan for the Coming Year 1. Joint FAA/JAA work under the IPL Work Plan will begin 2. FAA will continue to participate in the JAA LST and to provide JAA with items of regulatory interest.

  8. 1.C. Work Plan for the Coming Year 3. FAA and JAA will continue to exchange information of interest on FCL activities and look for ways of mutual participation. 4. FAA and some JAA Member States will participate in the ICAO Annex 1 review.

  9. 1.C. Work Plan for the Coming Year 5. Continue harmonization work in the areas of the pilot type rating and training program development (a combined FCL/OPS item) 6. FAA/JAA will review the manufacturers proposal for special validation conditions for testing/training pilots (a combined FCL/OPS item).

  11. FAA Rulemaking • Draft NPRM “Pilot, Flight Instructor, Ground Instructor, and Pilot School Certification Rules - will propose further refining changes to Part 61 and 141 final rule published on April 4, 1997.

  12. DOJ Rulemaking • Notice of advance consent for providing aviation training to certain alien trainees - Federal Register Notice, published February 8, 2002

  17. 3.C. Transition to EASA • Essential Requirements (ER) for Licensing to be delivered to the EC by end of 2002 • EC will then decide what should go forward for legislative action • By end of 2004 the revised European Regulation incorporating ER should be adopted

  18. 3.C. Transition to EASA • The Agency would then have 9-12 months to develop “implementing rules” • Licensing could then become an Agency function by the end of 2005. • In the meantime, it will be business as usual for JAA and its Member States
