Hampshire County CouncilCorporate Services Transformation Programme Schools Forum – 9 July 2012 Carolyn Williamson Director of Corporate Resources
Corporate Services Review • County Council engaged private sector consultants to work with us to review our core corporate services functions • Objective to: • Reduce costs • Improve services • Create strategic capacity • Develop an operating model as a platform for the future. • The vision is to create a single integrated Corporate Services function including: • Strategic & Business Development • Policy, Governance and Procurement • Corporate Resources
Corporate Resources • Redesign of all corporate resources to create a single integrated entity • Creation of an Integrated Business Centre (IBC) as an entirely new transactional function • The IBC will be designed to use best practice processes with a focus on both efficiency and customer services • Strategic advice and support will be provided via business partners drawing on specialist HR, Finance and IT staff and knowledge bases
Transformation Plans • Private Sector Partner selected to bring the best of the private sector whilst allowing us to retain our Public Sector ethos • Embarking on a significant transformation programme • Essential that we communicate, consult and engage with our partners during this period of change • Services for schools are already among the most efficient • May be potential opportunities for extending or further developing services to Schools and Academies
Engagement Mechanism • Full engagement via workshops during design phase • Schools forum delegate engagement to a small representative group • Specific presentations to more technical staff post design phase • Update presentation(s) to subsequent Schools forum meetings
