LPOE BackgroundExisting Inventory of Owned and Leased Assets 122 45 Ownership-Specific Characteristics CBP Ports – small, rural, low-traffic volume, severe dilapidation and outdated designs drive facility needs and require complete replacement GSA Ports – large, urban, high-traffic volume, major congestion drives facility needs and require major reconfiguration or complete replacement
LPOE BackgroundLPOEs in the Project Pipeline • CBP identified a $6 billion need to fully modernize its LPOE portfolio • Current projects underway total over $1.5 billion in appropriated funds • Over $1.5 billion is still needed for projects already in developmental stages
LPOE BackgroundNorthern Border LPOEs in the Project Pipeline As the below map illustrates there are currently: - 20 projects in planning - 9 projects in design - 18 projects in construction
LPOE BackgroundNorthern Border ARRA Project Status The American Recovery and Reinvestment Act 2009 provided CBP and GSA with a total of $720M for new and on-going LPOE modernization projects. The below map shows all projects that are fully funded and are scheduled for completion in the next 1-3 years
LPOE BackgroundFY12 Federal Buildings Fund and Surface Transportation Reauthorization Description • The FY 12 President’s Budget contains a request for full funding of Dunseith, ND and Alexandria Bay, NY in GSA’s Federal Buildings Fund (FBF) which is historically used for port modernization efforts • Also a key element of the President’s Department of Transportation (DOT) budget requests for FY12 is the inclusion of a $556 billion six-year Surface Transportation Reauthorization (STR) proposal to improve the country’s highways, transit, and rail infrastructure. • To jump-start this reauthorization, the President’s request includes a $50 billion “up-front” economic boost aimed at stimulating immediate job growth while laying the foundation for future prosperity. • The STR includes a $2.2 billion investment in LPOEs • The funding will be transferred to GSA for design, management and inspection, and construction/modernization of the facilities. • In anticipation of these appropriations, CBP, GSA and FHWA are working collaboratively to determine the most effective and cost-efficient means of delivery.

Investment StrategyMaturing the Planning Process CBP has a strong interest in maturing its planning process and building upon the successes of the SRAs, of which masterplanning is a key component Why are Regional Border Master Plans important to CBP: • Better targets limited resources • Assists in reducing parochial project proposals • Recognizes regional planning expertise • Ensures multi-stakeholder input • Enhances International planning focus How can CBP ensure incorporation into its planning: • Increase engagement in development of plans • Better incorporate masterplanning data points into SRA criteria • Emphasize the importance of constrained planning • Illustrate successes of master planning in budget submissions • Stress importance at multi-agency forums such as the IPC
Washington UpdateNorthern Border Infrastructure Highlights Declaration by President Obama and Prime Minister Harper – Beyond the Border “A Shared Vision for Perimeter Security and Economic Competitiveness” issued in Feb 2011 • Key area of cooperation includes “Trade Facilitation, Economic Growth, and Jobs” whose highlighted goals are as follows: • Strive to ensure proper border capacity • Invest in modern infrastructure • Organize binational port of entry committees • Expand shared border management facilities • Notable initiatives in development include: • Est. Northern Border Interagency Policy Committee (IPC) • Small Port Analysis • Master Planning • Localized Port Committees
