  1. Enhancement Measures to Facilitate Schools in Identifying Teachers Committing Offence / Misconduct Cases

  2. Public Concerns • Extensive media coverage on teachers’ offence cases leading to public concerns over: • Some teachers who have committed serious offences (e.g. sex offence) are still serving in schools • Whether there are appropriate measures to protect students in schools

  3. Current Arrangements (1) • Teacher registration as a means to safeguard the interests of schools and students • The Education Ordinance stipulates that any person who teaches in a school has to be either a registered teacher (RT) or a permitted teacher (PT) • Teachers who are convicted of serious offences/ who committed an act of professional misconduct will have their teacher registration cancelled, so as to prevent those who are not fit and proper from teaching in schools

Current Arrangements(2) • How can schools find out whether there is problem on the teacher registration status of newly appointed teachers? • Privacy concerns • e-Services function - if the school creates an account for a person who was regarded not fit and proper to serve as a teacher, the system will generate a message to alert the school concerned

Important Notes Schools • Schools should request newly appointed teachers to apply for teacher registration /apply for permission to employ unregistered teachers prior to the teachers’ assumption of duties, otherwise • it is a breach of law • it may allow persons who are not fit and proper to serve as teachers at schools, endangering the safety of students • it may affect schools’ reputation if problems arise • Schools should submit teacher registration applications for newly appointed PT who have changed from another schools(including NET)

Enhancement Measures EDB • To monitor the teacher registration status of serving teachers on e-Services • If schools find the teacher registration status of proposed teachers doubtful, they may request the proposed teachers to apply to this Bureau for release of their registration information to the schools concerned, upon their consent
