Background • In 2003, harmonisation of registration certificates in Europe (directive 1999/37/EC) • Smart registration certificatesprovided for in directive (annexe) • The Netherlands opts for paper - Insufficient know-how - Not yet familiar with the technology - Insufficient implementation time in directive - Other priorities • Driving licence given higher priority • 2006 successful implementation of New Driving License Document • Completion of other major projects • The time is ripe for study into smart registration certificates
Why and why now ? • Follows on logically from implementation driving licence • Technology more advanced than in 2003 (development of standards) • Growing demand for more info (including environmental aspects) • Register given primacy, the paper document subordinate • Smart registration certificate is the key to the register • Improved safeguards against (export) fraud • More expertise accumulated (technical and process) • Social requirement for the replacement of paper (e-government) • Paper document outdated • Resources available for research
How and When? • Start taskforce smart registration certificate • Brainstorm concerning processes and applications • Development of prototype • Presentation at Ereg • In depth research - Process design (business and IT) - Legal aspects - Define the business case, financial aspects and marketing • Coordinate with - Ministry of transport, police, mobility line, insurance line, citizens - International partners 2007 • Go or no-go decision • Terminate target group 2008 • Prepare to implement 2009
