  1. Basket of local health inequalities indicators • LBOI indicators cover: • Major health priority areas in the PPF 2003-2006 (DH 2002) • Wider determinants of health Dimensions of inequality at the top of the umbrella as determinants of health lead to inequalities in the areas below the umbrella • 70 indicators currently in basket • for which data are available to at least PCT or LA level • LBOI complements the national health inequalities target and the 12 high level indicators which are not of themselves sufficient to measure the wide range and complexity of health inequalities which may present locally Details on LBOI available at: www.lho.org.uk

  2. How should LBOI be used ? • PCTs, Las and other partners, are asked to work together through their local LSP • Agree single set of priorities for health inequalities • which address the national target and local inequalities issues • Agree action to address these priorities • Each locality can select suitable indicators from the LBOI set of around 70 measures • Can supplement with locally available and relevant indicators (Department of Health October 2003)

  3. How should LBOI be used: Data Issues ? • indicators in the basket not mandatory • many indicators already published at local levels • Some indicators are currently unpublished and data require extraction and analysis either locally or centrally for all localities • Over time data for as many of the indicators as possible will be made available from one website • no additional burden on PCTs to provide data centrally

  4. How should LBOI be used: monitoring of inequalities within PCTs? • Age, sex breakdown ok eg unemployment rate • Ward breakdown ? : • Small number issues: eg infant mortality rate • Confidentiality restrictions: eg teenage conceptions: data suppressed where <3 • Ethnicity ?: • not routinely recorded for many indicators and where it is there are data quality issues
