History -120 years ago On November 20,1891 the Law on the establishment of medical chambers in German, Polish, Czech, Slovenian and Croatian provinces entered into force upon being signed by Emperor Franz Joseph. Task: to represent a medical standpoint to give their advice on health matters when the government needs it and asks for it but were also allowed to do that on their own initiative
History – 108 and 88 years ago • The medical chamber was founded in 1903 for Split and Dalmatia • In 1923 a new chamber was founded for Croatia, Slavonia and Međimurje with main office in city of Zagreb
History – 65 years ago On January 9,1946 Council of Public Health of FNRJ (Federal People's Republic of Yugoslavia) announced the suspension of work of proffesional chambers and determined that, until further notice, the role of the Chamber is assumed by the Council of Public Health including: registration of medical doctors, a certificate of acquired rights for general medical practice, internship, etc. All other functions of the Chamber (decision on rights for local medical practice, disciplinary action and criminal proceeding notifications) are assumed by Regional People’s Committees
History -16 years ago In 1995 the Chamber was re-establishedunder a new name - the Croatian Medical Chamber
History -16 years ago On June 27,1995 at the Assembly attended by 110 delegates, the Chamber adopted the Statute, and Minister of Health welcomed everyone with the words : “ The Chamber should be a bridge between the state, administrative bodies and medical practitioners, because until now medical practitioners were not involved enough, if at all, in making crucial decisions concerning their profession.“
History – 8 years ago In 2003 the Medical Profession Act established the rights and duties of medical doctors and the powers and activities of the Chamber

Chamber activities (Section 38 of the Medical Profession Act) In addition to public authorities, the Chamber performs the following tasks: promotes and safeguards social status and reputation of medical doctors, brings the Code of Medical Ethics and Deontology and monitors and supervises its implementation and sanctions violations in collaboration with medical schools and professional medical societies, it organizes, supervises and evaluates the continuous professional training of doctors provides an opinion in the process of establishment, relocation and termination of private health care facilities and private practice
Chamber activities (Section 38 of the Medical Profession Act) Represents medical doctors in contracts with national and other insurance companies in order to evaluate medical practice in the process of medical service price list formation Proposes the basic health care network Gives suggestions and expert opinions in the preparation of regulations regarding the development of medical practice, health care and medical profession Performs other duties and tasks in accordance with the law and other regulations
Number of medical practitioners in Croatia and the basic structure( 1.01.2011.) The total number of members of the Croatian Medical Chamber: 17 975 The total number of licensed medical doctors in Croatia: 17 645 (100%) The total number of medical doctors employed in health care facilities: 12 771 (72% of the total number of licensed medical doctors) The total number of specialists in the hospital system: 7007(39% ) Private practitioners in a contractual relationship with the Croatian Institute for Health Insurance (HZZO): 3208 (18% ) Private practitioners without a contractual relationship with HZZO:501 (3%) Medical doctors (specialists and general medicine) outside the healthcare facilities, employed at the Institute of Public Health, Ministry of Defence of the Republic of Croatia (MORH), HZZO, pharmaceuticals, government and public administration, funds, etc.: 2362 (13% ) Retired doctors working part-time (licensed): 2644 (15% ) Medical doctors, Croatian citizens, working abroad: 297 (1,6%) Medical doctors, foreign citizens, working in Croatia:79 (0,5% )
Relation of CMC to other bodies Ministry of Health – the CMC gives its opinions on ministry’s proposals of acts, decisions etc.; representatives from CMC participate in working groups/committees of the Ministry Croatian Institute for Health Insurance – similar Croatian Medical Association – good cooperation with expert societies
Relation of CMC to other bodies (2) President of the CMC is a member of the Parliamentary Commitee for health issues. the Board of directors of National agency for quality and accreditation
Expectations and requests to the Chamber Membership - unconditional protection of medical doctors on all fields of work and activities Health authorities - unconditional support of all decisions made by government, sanctioning doctors The political opposition - unqualified criticism of government actions and proposals Patients - unconditional support to their demand, guarantee of quality and accessibility of health services, protection of patients' rights before the decisions of health care administration, sanctioning doctors
The answer lies in the experience of organized activities of medical doctors in this area in a joint operation of all members through the Chamber bodies, and respecting the principles of democracy and established procedures in complete independence of the work of Chamber bodies of any political or individual influences in constructive cooperation and proactive approach to problems
2011. Report April 15, 2011 Croatian Medical Chamber had an opening of new main office in Zagreb,(Tuškanova street 37) June 18, 2011 Croatian Medical Chamber finished the elections and we have new leadership up to 2015. September 2011, activities in harmosnisation of specialisation training were finished (based on specialties defined in Directive 2005/36/EC)
