Transfere freight transport from road to sea and rail Part of the Norwegian Transport Plan (NTP) with a strong view on the enviromental benefits NTP’s plan is supported in two programs by the Norwegian Research Council: MAROFF and SMARTRANS Overall goal
But -The ports are on a loosing ground • External challenges • Lack of political will to invest in new or better infrastructure (The responsibility is distributed to the councils) • High taxes • High terminal costs • Other challenges • Increase the effiency and the trustfulness of services • Better business models? • Increased and improved set of services • More effiecient prosesses • Better interaction between the port and the actors on the port
FINT’s main goal • Establish better business models and to support an approach to prosesses that allow the ports, terminals and transporters to get a better cost-value and simplification in the planning and implementation of intermodal transport • Effect: A better transport from door-to-door also with respect to the environment
Subgoals • Make the business processes belonging to the port, the ships and the terminals more efficient. • Improve the service that are offered to the transport customers and give the port customers more control. • Clarify the interaction between the actors through a role model with clear and concrete interfaces between the actors. • Enhance the utilization of the facilities on the ports, the incoming ships and the loading/discharge equipment (containers, trucks etc) that passes through the port. • Make the cost of electronic interaction more efficient by implementing an UN/CEFACT Registry/Repository that allows you to find and make agreements with interaction partners, their business processes, roles, services and what kind of messages they can send and receive. (CPP and CPA)
Approach of the project • Model the most important prosesses and the need to change these (UML) • Develop and replinish standardized XML messages • Build heavily on ShortSea XML (An UN/CEFACT standard) • Simplify booking, reporting and follow-ups by ensuring that information can flow effeciently between the actors • Implement a Registry/Repository according to the UN/CEFACT ebXML standard • Implement the posibility to generate and store Collaboration Protocol Profile and to generate Communiacting Partner Agreement (CPP og CPA) according to the ebXML standard
