MA Competency Determination Requirement The “competency determination” shall be based on the academic standards and curriculum frameworks for tenth graders in the areas of mathematics, science and technology, history and social science, foreign languages, and English, …. Current CD system under MCAS Grade 10 ELA MCAS Must pass at 240 scaled score (“Proficient”), or 220 (“Needs Improvement”) with Education Proficiency Plan (EPP) Grade 10 Mathematics MCAS Must pass at 240 scaled score (or 220 w/ EPP) High School Science and Technology/ Engineering Must pass one of four STE tests at 220 scaled score Massachusetts Department of Elementary and Secondary Education

CD Policy Through Class of 2018 Students in the class of 2018 will be freshmen in school year 2014 – 15 Students in the graduating class of 2018 will continue to take MCAS for their CD requirement (grade 10) MCAS Retest opportunities will continue through at least 2019 Massachusetts Department of Elementary and Secondary Education

Launching the “Next Generation CD”Conversation Fall 2015: The Board will vote whether or not to adopt PARCC as the state assessment system Class of 2018, tenth graders will take MCAS in March and May 2016 to earn their CDs Discussion tonight begins the conversation – If the Board adopts PARCC in Fall 2015 – what are the assessment options for earning a CD in ELA and Math for students in the class of 2019 and beyond? One Possible Option for Students to Meet CD Requirement Options for PARCC CD A student takes the first two PARCC high school tests, in both ELA and mathematics, relative to courses they are taking MA could establish passing criteria based upon 2 minimum scores or 1 combined score in each content area Massachusetts Department of Elementary and Secondary Education

  13. Options for PARCC HS Assessments and Competency Determinations Policy Considerations: Should students be required to take the grade 9th and 10th assessments? How might they count toward earning a CD? Could ELA 2 and Integrated Math 2 serve as the CD requirement – even for students following the traditional math course sequence? Joint Elementary & Secondary and Higher Education Definition of CCR For the first time in Massachusetts the CCR Definition, anchored in proficiency in the Common Core Standards, identifies for students and parents the: Academic knowledge, experiences, and intellectual and personal qualities that are important to successful completion of entry-level, credit-bearing college courses (without need for remediation) and entry into economically viable career pathways -Massachusetts Definition of College and Career Readiness, March 2013 Massachusetts Department of Elementary and Secondary Education
  16. What Happens to H.S. Graduates Who are Not College Ready? 35% of Massachusetts students who earn all 3 CDs and who meet local H.S. graduation requirements and who then enroll in a MA public higher education institution are placed in remedial (“developmental”) courses Only 20% of those who must take 2 or more remedial courses stay the course and earn a college diploma This comes as a surprise to too many parents and students – in more communities than you might expect!
