County of Simcoe Background • Established in 1843 • Consists of: 7 Towns – Bradford West Gwillimbury, Collingwood, Innisfil, Midland, New Tecumseth, Penetanguishene and Wasaga Beach 9 Townships – Adjala-Tosorontio, Clearview, Essa, Oro- Medonte, Ramara, Severn, Springwater, Tay and Tiny • The cities of Barrie and Orillia are separate from the County both politically and administratively although the County provides significant services to both

County of Simcoe • 480,000 hectares (1850 sq. miles) make up the County of Simcoe • Largest County based on population and second largest County in Ontario based on physical size • Total County population for 2001 (Census Canada): • 244,000 (est.) excluding Barrie and Orillia • 377,000 (est.) including Barrie and Orillia • Total Estimated County population for 2006 (Population Households and Employment Forecast Update, Hemson Consulting Ltd, May 2004): • 267,200 (est.) excluding Barrie and Orillia • 425,600 (est.) including Barrie and Orillia • Approximately 11,651 hectares (28,789 acres) of County Forests • 383 km (238 miles) of shoreline • 850 km of roads, 1700 lane kms and over 180 bridges and structures • Over 1,400 full and part-time employees

County of Simcoe • The County of Simcoe is comprised of 32 elected officials – Mayors and Deputy Mayors of each of the member municipalities • The head of Council is the Warden • The Warden is elected annually from amongst the members of Council • Under the provisions of the Municipal Act 2001, certain roles and responsibilities are legislated for the head of Council, the members of Council and staff

County of Simcoe The County of Simcoe provides a range of key municipal services to the sixteen member municipalities that make up the County as well as the single tier municipalities of Barrie and Orillia including: • Mandated Services: • Ontario Works • Social Housing • Children’s Services • Long Term Care • Paramedic Services • Environmental Services (solid waste management) • Planning • Emergency Management

County of Simcoe The County of Simcoe provides a range of key municipal services to the sixteen member municipalities that make up the County as well as the single tier municipalities of Barrie and Orillia including: • Directed Services: • Roads • Forestry Management • Library • Huronia Tourism Association • Museum • Archives • By-law Enforcement

  9. County of Simcoe Operational support to the County of Simcoe is provided by these other divisions: • Finance Division • Purchasing, Fleet and Property Division • Information Technology • Human Resources Division • Administration

  10. County of Simcoe Other County Funded Services: • Municipal Property Assessment Corporation (MPAC) • Simcoe Muskoka District Health Unit • Hospital Alliance

  11. County of Simcoe Local municipalities are responsible for: • water and sewer services • local roads • public libraries • recreation services • fire and police services • land use development • zoning • local by-laws • licensing/permitting • canine control

  12. County of Simcoe Costs • In 2005 the cost to deliver County services = $323.2 million • 2005 County tax levy = $73 million

County of Simcoe Communications: What County Communications Does for You • Facilitates communications between departments, divisions and municipal counterparts • Publishes the County Council Update • Fosters positive media relations • Develops communications vehicles for staff, councillors, the public and municipalities • Works with County Departments to develop social marketing campaigns • Brands the County through corporate standards and visual identity program • County website oversight • Co-ordination of public relations events
