Big Society-Key elements Public service reform – government changing its approach to public service delivery; being a better buyer from a range of providers to achieve more innovative, diverse and responsive services providing real value for money; Social action – taking an active role in our communities, engaging in positive social action, and helping others out should be an expected and rewarding part of being a citizen; Community empowerment – a Big Society is one where neighbourhoods are in charge of their own destiny, feel able to shape the world around them, and choose to do so.

Open Public Services Reform White Paper Due to be published in May Reduce bureaucracy and move to outcome based commissioning including PbR Reform commissioning and ensure more level playing field for the voluntary sector ‘Right to provide’ for public sector workers and opportunities to form joint ventures with social enterprise

    9. Mutualisation Right to provide for all public sector workers to set up mutuals to deliver public services Opportunities to form Joint Ventures with Social Enterprises Mutuals Taskforce and £10million Mutual Support fund

NOMS Social Enterprise Programme Raise awareness in the sector and within NOMS Develop a NOMS policy towards working with sector Through a programme of action research test new models of engagement Identify any barriers to positive engagement Establish how the sector could help deliver departmental objectives

    13. NOMS Social Enterprise Programme Built on the phase 1 research Funded through ESF TA - £3.8m Integrates NOMS agenda with support for CFO and enhanced 2011-2014 programme Also links with a wider NOMS programme Justice Green Paper – Breaking the cycle Big Society Structural reform

NOMS Social Enterprise Programme Supported networking (inc regional engagement) Knowledge exchange – including portal Piloting sustainable models of delivery Social Value and social franchising Targeted capacity building – Social Firms UK Work with prime contractors and regions – investment zones Links with other agencies – eg local authorities Infrastructure development – centre for CJ Soc Ent Holistic Approach – Housing/Finance/Diversity etc New types of relationships across prison and probation

NOMS Social Enterprise Programme 10 current pilots (total budget around £400k): Benefits: environmental/social/economic/budget/community All aim to become sustainable through the revenue generated – not seeking continued funding Also a developing range of grant funded pilots and projects to test new and innovative models – £160k committed in last few months, want more of this More competitions to come – next a £250k sustainable development opportunity Not huge sums for delivery, but targeted organisational or model development Enterprise should be at the core
