Status Update • Last year's plenary showed the progress UN/CEFACT has been making to move forward • The recent external evaluation of UNECE has also provided a strengthened governance framework • These are important opportunities, encouraging a more efficient division of labour within the UNECE and within the community of international institutions and standards development organisations which have may evolved a set of overlapping tasks where duplication of work can be reduced • The Bureau has been reviewing UN/CEFACT strategy and its work programme to evaluate the adequacy of resources - especially from its Secretariat in Geneva and gaps that might be filled through extra-budgetary funding 8th Forum – Vancouver, Canada

Status Update • In proceeding along this path the Bureau is reaching out for input from the stakeholders perspectives of countries, sectors and the standards development community and is envisaging to focus on this input during this year's plenary • All of this should help to strengthen the teamwork of the Bureau, the Secretariat, the Forum and its Management - each of which has its own functions and tasks • An important step will come from mapping details of the work programme with UN/CEFACT's products and services • By sharply pinpointing what projects are aiming to achieve within their envisaged time horizons, this can serve to facilitate greater outreach and involvement of those that may engage in greater participation and support • A more advocacy-oriented website design is also expected to contribute to awareness-building in the context of UN/CEFACT's global remit 8th Forum – Vancouver, Canada

Status Update • Core Components approach is fast gaining momentum • UN/CEFACT is regarded as the place where semantic harmonization can take place at the highest level • Industry groups now coming forward and declaring support for UN/CEFACT and for migration/alignment of their standards with the CC approach • UN/CEFACT needs the resources and buy-in of these external organizations • Financial, Marketing and Secretarial support urgently required 8th Forum – Vancouver, Canada

WCO Framework of StandardsTo Secure and Facilitate Global Trade • WCO established the Framework as a minimum set of standards; members expected to implement the framework; 129 members have signed letter of intent • Harmonizes the advance electronic information on inbound, outbound and transit consignments based on employing the WCO Customs Data Model for electronic Customs messaging • Application of risk management approach to address security threats • Outbound inspection of high-risk consignments being exported, preferably using non-intrusive detection equipment • Customs will provide benefits to businesses that meet minimal supply chain security standards and best practices UN/CEFACT Forum Vancouver March 2006

WCO Data Model v2 • Business Process Models with Use Cases, Activity, Sequence and Class Diagrams • Revised EDIFACT Customs UNSMs and Message Implementation Guidelines (MIGs) • XML schema guidelines • WCO CDM version 2.0 has incorporated the UCRto provide continuity of the audit trail from source to destination • Partial alignment with CEFACT Core Component Technical Specification (CCTS), United Nations Trade Data Elements Directory (UNTDED) WCO Data Model takes into account the Single Window Concept • Customs Administrations of UK, US, Canada, India, Japan, Australia, Chinese Taipei have already begun to fully implement the WCO Data Model and others will follow UN/CEFACT Forum Vancouver March 2006

Both Data Models: Reflect Regulatory and Conventional requirements Are based on UNTDED Are based on the UNECE Recommendation 1 (UNLK) Are aware of the requirement for paper to electronic (Digital Paper) migration paths via UNLK to eUNLK Alignment of UNeDocs and WCO Data Set into one model will meet the requirement for flexible document structures for Single Windows across TBG domains of trade, transport, customs, finance and OGA requirements WCO Data Set is a sub-set of UNeDocs with TBG cross-domain data inter-relationships Traders will be able to exchange Customs Data electronically using UNeDocs XML transactions e.g. to develop UNeDocs National Customs declaration document structures WCO Data Model TBG2 UNeDocs UN/CEFACT Forum Vancouver March 2006

The Way Forward • Move towards adoption of International Standards including : • UN/CEFACT Modelling Methodology (UMM) • UN/CEFACT Core Component Technical Specification, (CCTS/ISO15000-5) • UN Trade Data Element Directory (UNTDED/ISO7372) • UN/ECE Recommendations e.g. UN Layout Key (UNLK), UNLOCODE etc. • Cooperation with TBG WGs to work towards the full engagement of trade/transport and other global supply chain actors and: • TBG15 for Single Window Capacity Building and Implementation Migration Paths • TBG2 to work in a collaborative manner towards the integration of the WCO Data Model and UNeDocs with special emphasis on modernisation of paper regulatory requirements of Customs and Other Government Agencies (OGAs) • TBG19 e-Government involvement in the development of Version 3 • Contribution of WCO CDM v2 to UN/CEFACT for information and for further coordinated development • WCO will draft DMRs to update the relevant existing UN/EDIFACT messages.  UN/CEFACT Forum Vancouver March 2006

UNECE External Review • Member States of UNECE commissioned a comprehensive report on the state of UNECE • Bureau prepared a response and briefing on the draft for HODs to communicate to their Missions in Geneva • Resulting report “The State of UNECE”, 30 June 2005 • Global value of UN/CEFACT’s standards recognized • Main thrusts: • governance of UNECE • operations of Working Parties (UN/CEFACT is a WP) • improving value delivered 8th Forum – Vancouver, Canada

Results of UNECE External Review • UNECE adopted Plan on UNECE Reform (Dec. 2005) • enhance accountability, transparency and horizontal coherence of activities • UN/CEFACT under the new “Committee on Trade” • Guidance of UNECE assigned to new Executive Com. • Allocation of resources shall be based on mandates, detailed programme of work, reported and planned accomplishments • CEFACT must submit 2008/9 programme of work for approval by Executive Com.
