About Fund • Idea of networking knowledge- 2004 First Congress of Croatian Scientists from the Homeland and Abroad • Mission: to unite scientific and professional potential in Croatia and Diaspora in development of the knowledge based society. • In 2007, the MSES has established UKF • Amount: 5 million EUR (80% from the World Bank loan, 20% from the Ministry of Science, Education and Sports)

Target groups CROATIA: Universities and institutes Technology based SME’s R&D Centers Public administration Young talents (to prevent brain drain) • ABROAD • emigrants – 2nd and 3rd generation educated abroad • established experts and scientists which left the country after education in Croatia • young professionals, PhD students and postdocs which have left Croatia recently

What we finance : • R&D that is competitive on international level - use Diaspora network to attract foreign research financing (NIH, FP7) • R&D that creates new values in Croatian economy – with help of expatriates attract R&D investments form private sector • projects that help the development of science and technology infrastructure in Croatia - make Croatia a desirable place for top talents from abroad (including non Croatians)

Main factors of success • new idea and concept • well planned and low cost promotional activities (complementary with another initiatives of the MSES) • openness to candidates and public • avoidingconflict of interest, confidentiality, transparent and public decision-making and financing resulted in the increased collaboration • well-designed programs and substantial financing provided for single projects • well selected members of two Committees with separate duties • financial guarantee on legislative level • program is highly backed by both the Croatian Ministry of Science, Education and Sports and the World Bank

  7. UKF projects • 17 projects within Cooperability programe - 2.8 mil euro • 11 projects within Young Researchers and Professionals Program - 586.000 euro • 12 projects- Connectivity Program - 51.823 euro Potential - total amount requested from UKF - 22.243.000,00 euro
