Notice of Assessment (NOA) • For 45-day appeal period, the following properties will receive NOA • All real property accounts • Personal Property with a value change or value difference btw account value and return value • For 2nd notice (30-day appeal period) • Flagged parcels/accounts
Notice of Assessment (NOA) • Primary difference beyond layout/design • Estimated Taxes • NOA Estimated Taxes involves • Taxing Authorities (previous mill rates) • Homestead Exemptions (State & Local) • Covenant Exemptions (SA, SV, SJ, SB, etc) • Fees (Garbage, Street Light, Fire, etc) 1 2 3 4 5 2 4 3 2 1 & 5
Flagging for NOA – Real Property • Prior to printing for 45-day appeal period • No flagging required • Non-exempt & non-Utility parcels can be printed • Checkbox on NOA Print screen for printing all • 2nd notices (30-day appeal) • Flagging is as usual
Flagging for NOA – Personal Property • Prior to printing for 45-day appeal period • Flagging is optional • Dependant upon county policy to print NOA for all accounts • Checkbox on NOA Print screen for printing all • 2nd notices (30-day appeal) • Flagging is as usual
Printing NOA • NOA are printed in same manner • Reports >> Assessment Notice Reports >> Assessment Notices • Modifications have been made to the screen from which NOA are Printed • “Print ALL Notices” checkbox added • 21-day Appeal Term removed
NOA “Print” Screen • “Print ALL Notices” will be checked by default setting • Check must be removed if only “flagged” parcels are to be printed • Prompt will appear when Print Notices is clicked & “Print All” is checked • Appeal Term • No term is set as default • User must select term • 45 for initial notices • 30 for 2nd notices

Assessment Reasons • Non-technical reasons should still be assigned when changes occur • Standard reason will print on NOA when no other reason is present • Annual Notice: No change in return/previous value
Assessment Reasons • SB346 parcels will have the following reason assigned automatically • Value adjusted for 1-year Arms Length Transaction cap • During YEC, the following reason will be assigned when SB346 is removed • 1-year Arms Length Transaction cap removed
Calculating Estimated Taxes • 12 (maybe 13) tables are required • 6 (maybe 7) schedule tables for holding data required to calculate taxes • 4 data tables that will contain calculated tax info for parcels & personal accounts • 2 tables for digest export • Tax District table will not be changed • Homestead Exemption table will be removed

Tax Calculation Tables Screen • Clicking the “Tax Calculation Tables” option opens the following screen
Est Taxes - TaxDist Table • No Change to table • Following data will be contained within table • Tax district codes & descriptions • Incorporated or not • Values for heavy equip, MV, timber etc • Freeport percentages
Est Taxes - TaxType Table • Provides a means of capturing Tax Type information • Tax Types are taxing entities in county • State • County M&O • County Bond • School M&O • School Bond • City
Est Taxes - TaxType Table • Code: County numeric code to id Tax Type • Description: County Tax Type description • Entity Type: Combo Box for selecting entity • Assmt %: Assessment percentage for Tax Type entity
Est Taxes - ExemptCode Table • Used to store all valid exemption codes & info concerning application of exemption • Homestead codes • Covenant codes • Personal property codes • One of the tables that replaces Homestd
Est Taxes - ExemptCode Table • Exemption Code: S1, S2, L1, L2, SV, SJ, SF, etc • State Homestead & Covenants • Local Homestead • Personal Property • Description: description of code • State Code: identifies State Homestead code associated with Local Homestead • Cov/HS: identifies if code is homestead or covenant
Est Taxes - ExemptCode Table • HS Code Sequence: order in which code is applied in exemption process • HS Code Alias: used in special situations where State Code is used for Local Homesteads
Est Taxes - MillRate Table • Used to capture the previous year mill rate for the Tax Type within each Tax District • Data Captured • Tax District & Tax Type (Combo boxes filled with valid TD & TT list) • Mill Rate: the previous year’smill rate for the tax type within the tax district
Est Taxes – TaxType_Exempt Table • Captures homestead exemption info for each Tax Type • Combo boxes & checkboxes used for most data • Data entry fields used for exemption amounts
Est Taxes – TaxType_Exempt Table • Tax Type: Combo box containing valid Tax Types • HS Code: Combo box filled with valid exemption codes • Title will be changed to Exemption Code • State Homestead: checked if HS code is subject to 65 & over State exemption • Frozen Value: checked if HS code is used with frozen value
Est Taxes – TaxType_Exempt Table • In Lieu of State Exemption: checked if local exemption is used in lieu of State exemption • Float for House & Land: checked if homestead code is a floating exemption for house & land • Unlimited Exemption: checked if homestead code exemption is unlimited
Est Taxes – TaxType_Exempt Table • Max Exemption Acres: maximum acreage used in local homestead • Maximum Exemption: maximum exemption amount
Est Taxes – TaxFee Table • Captures information about fees • Fees are amounts added to tax bills which are not based on value or mill rates • Some examples are • Garbage • Fire • Lighting Districts

SB346 & Sales • SB346 Requirements • Property value cannot be higher than net sales price if sale meets following criteria • Sale must be an Arm’s Length Transaction (ALT) • Sale is one year removed from digest year • Sales price is adjusted for non-real estate value • Timber • Personal Property • Etc
SB346 & Sales • Value of new property components can be added to SB346 sales value • Residence • Commercial Structures • Accessories (outbuildings) • Additions to structures
SB346 & Sales • Promptingon Sales Screen has been modified • Revised prompt when SB346 sale is first added • New prompt when SB346 sale is re-visited
SB346 Revised Prompt • Appears when SB346 sale is first added • No decision is required • All three SB346 criteria are met • Sale reason (ALT) • Sale date • Net Sale Price < Value
SB346 Revised Prompt • If the parcel should not be assigned a SB346 sale value • Open sales screen • Select sale • Change reason to non-ALT or other data to remove the qualification situation
SB346 New Prompt • Created to prevent the reallocation of value when new improvements & additions have been added to SB346 value • If response is “Yes”, all SB346 values will be reallocated • To correct an “accidental Yes” response • Use SB346 edit feature to correct land and improvement values
