COMMERCIAL TRADE UNION OF CROATIATrg kralja Petra Krešimira IV, broj 2, Zagreb, Hrvatska TRENDS IN COMMERCE SECTOR IN CROATIA • The most propulsive economic activity since 2006(the largest number of: new employees, legal entities, revenue per employee; increase of the share of commerce in the national GDP structure); • Concentration and numerous acquisition processes(Konzum, Mercator) • Large number of multinational companieson the Croatian market (Billa, Metro, Bauhaus, Kaufland, Kika, Lidl, Mercatone, Coop, Mercator, Merkur, dm-drogerie markt, Interspar, XXXL…); • More than 90 percentof newly employed workers receivedtemporary employment contracts in 2010; • The mandatory professional skills for workers in commerce are not legally regulated.As a consequence, all profiles of workers work in commerce sector, from electrical engineers to medical doctors. Its application is obligated for all companies and workers in commerce. The last amendments to the collective agreement were made in 2005. • CTUC is since October 2010 in a new round of negotiations with the Employer branch association. CTUC negotiate for the minimum wage in Croatia as the lowest wage in branch collective agreement. • Violations of the collective agreement’s implementation (most often in the redistribution of working time as well as in non-payment of overtime and Sunday work). COMMERCIAL TRADE UNION OF CROATIATrg kralja Petra Krešimira IV, broj 2, Zagreb, Hrvatska • TRENDS IN COMMERCE IN CROATIA • Through collective agreementsat the level of companies CTUC covered 46% of its members. • The strategy of the multinational companies to reduce the share of labour costs in their total cost has as a consequence long collective bargaining processes and the refusal of multinational companies (Billa, Metro, Coop, Kika, Kaufland, Mercator-H) to sign collective agreements. COMMERCIAL TRADE UNION OF CROATIATrg kralja Petra Krešimira IV, broj 2, Zagreb, Hrvatska DIFFICULTIESFOR SOCIAL DIALOG IN COMMERCE SECTOR: • 90% of newly employed workers in commerce with temporary contracts; • Employers who forbid union organisation in their companies (Pevec, Kerum, Getro, Magma, Mercatone) – FEAR &“SECRET MEMBERS”; • High unemployment rate (official data is 19,6%, large differences among regions); • Illegal employment and working in “grey economy”; • A sector that offers low wages and, therefore, causes a high worker fluctuation rate; • Fragmentation of the union scene there are over 600 registered unions in Croatia. Out of these, only 252 unions are organised in 6 union confederations; • “Seizure” of membership between trade unions and union confederations; • After years of war, recesion has caused new wave ofbankrupcies of domestic traders.
