Resolution • Significantly increasing public transportation spending is in the best interest of the United States.
But Scott, What is a Framework? • Listen up jive turkeys, I am going to lay a basic overview on ya’ll for now • Framework in PF at its most basic is a decision-making calculus
Definitions • One key ingredient in crafting a great framework stew are definitions. • Looking at the resolution again: • Significantly increasing public transportation spending is in the best interests of the United States. What things do you think we should define?
Definitions Cont. • Significantly: • From Merriam-Webster • “having or likely to have influence or effect; also of a noticeably large amount” • Make sure the definition you use contextually fits the resolution. For example: • “having a particular meaning; indicative of meaning”
Public Transportation • There are four ways to frame the debate with regards to Public Transportation • Really Specific • Really Vague and Broad • Moderate • Just Winging it
Best Interest of the United States • The only legally objective definition for “best interest” together is used in child welfare cases, which is obviously not applicable. • Therefore we have to define an interest of the United States • Interest (From Merriam-Webster): the advantage or benefit of a person or group • Therefore the best interest of the United States is the best benefit or advantage to the US.
So now what do we have? • Just a bunch of definitions • Now we need to tie them all together into a cohesive calculus like we talked about briefly before.
Basic Neg Framework Example • According to our definitions the Affirmative must prove that a noticeably large increase in the monies that the United States allocates for the betterment of public transportation must be to the greatest, or best, advantage of itself. The negative must simply prove that the United States could achieve greater advantage from a different allocation of money. • This is good but not great

A Warning: Just because you can find a few random definitions and cobble them together does not mean that you have a good, or even acceptable framework. You can find definitions that say a lot of different things. But we will talk about do’s and don’ts of frameworks during the case writing lecture.
Two More Warnings: • Framework and how it is used is largely up to the individual debater. • However, if you do not use framework for this particular topic, then you will most likely lose. • Also make your own framework. Do not use the one in this slide. It is a fairly simple framework and much more advantageous ones can be written. They don’t even take that long to write.
