Programs of Study • Every local recipient must offer at least one CTE Program of Study • Must include secondary and postsecondary alignment • Must include coherent and rigorous course content (academic and technical) • Must lead to an industry-recognized credential, certificate, apprenticeship, or postsecondary degree • May include dual enrollment/credit opportunity

  6. Accountability • New components for Basic Grant and Tech Prep • Local performance targets will be negotiated • Local programs held responsible to meet targets • Improvement plans required for failure to meet targets • Programs may be sanctioned for continued failures to meet targets

  7. Tech Prep • States may choose to consolidate funds into the basic grant • 10 additional performance accountability measures – performance level agreements required

  11. Part B - Budget Budget figures included in this draft of the plan are those used in Program Year 1 (2007-08). Federal allocations for 2008-09 have not been released to states. The budget will be updated once the state receives its allocation.

  12. Part C - Accountability Forms included in this draft of the 5-year plan include baselines and projected of levels of performance for the three NCLB measures. All other baselines and projected levels of performance will be negotiated during the next two months and included in the final draft.

Comment Themes • Accountability • How will the state communicate and work with the locals to meet data reporting requirements? • Provide technical assistance so locals benefit from the collection and reporting process – to assure that accountability isn’t just a data “hoop” • How will districts be informed about baselines, targets, and levels of performance? • How will districts negotiate?

How will data be gathered? • What will be the basis for technical competency? • Placement – What about self-employment and out-of-state employment? SSNs – What happens when a district doesn’t gather these? • How is the data collected? What is being done to assure that local districts are able to report the right information?
