CONSOLIDATES OVERSIGHT OF A DISPARATE FORCE STRUCTURE of the Navy’s expeditionary combat support, and combat service support units that had previously had no single entity to execute Title X functions in the most effective and efficient manner possible AND PROPERLY INTEGRATES MAN, TRAIN AND EQUIP FUNCTIONS OF THIS DISTIBUTED EXPEDITIONARY WARFARE CAPABILITY MAN, TRAIN AND EQUIP THESE FORCES CONSOLIDATES OVERSIGHT OF A DISPARATE FORCE STRUCTURE of the Navy’s expeditionary combat support, and combat service support units that had previously had no single entity to execute Title X functions in the most effective and efficient manner possible AND PROPERLY INTEGRATES MAN, TRAIN AND EQUIP FUNCTIONS OF THIS DISTIBUTED EXPEDITIONARY WARFARE CAPABILITY MAN, TRAIN AND EQUIP THESE FORCES

THE NAVY EXPEDITIONARY LOGISTICS SUPPORT GROUP AND THE NAVAL CONSTRUCTION FORCE (SEABEES) ALSO REPORT ADMINISTRATIVELY TO NECC NECC IS THE NAVY SOLUTION TO MANAGE ALL NAVY PROVISIONAL UNITS/IA’S RIVERINE FORCE WILL FIRST BE A PROVISIONAL UNIT BUT NAVY IS DEVLOPING A RIVERINE CAPABILITY MCAG ETC FINALLY - NECC IS DEVELOPING A PLAN TO ESTABLISH A PROFESSIONAL SECURITY FORCE –ROLLING UP THE “MASTER AT ARMS” PERSONNEL A TOTAL FORCE ENVISIONED TO BE ABOUT 40,000 .
