Main purpose of pilot survey .To check the feasibility on the project of the 2nd National Economic Census To perfect the project of the 2nd National Economic Census To attempt to use some advanced IT technology in the pilot survey To gain some experience for the census To make the following census more scientific and practical
Time and area of pilot survey • Time of pilot survey: April to June of 2008 • The reference time is December 31st of 2007 for the pilot survey • Area of pilot survey: one district or county of Ji lin, Zhenjiang, Anhui, Fujian and Hubei. • Each province is of specific characteristics to stand for some areas.
Ji lin province choose one district to check the possibility of clarifying the business list • Zhe jiang province choose one city to conduct the overall project of the survey • An hui province choose one county to test the possibility of consumption of water and energy • Fujian and Hu bei choose one district to conduct the digital mapping of advanced IT technology.
Respondents, Coverage of Pilot survey * Respondents in the national economic census include corporate units, establishments and self-employed enterprises of the second and tertiary industries in those pilot areas. *The census scope covers 19 national economic sectors except agriculture, which are classified into 90 major groups, 378 groups and 875 small groups.
The trades and industries covered by economic census include: • (1) the mining industry; • (2) the manufacturing industry; • (3) the industries of production and supply of electricity, gas and water; • (4) the construction industry; • (5) the transport industry, storage industry and postal service trade; • (6) the industries of information transmission, computer service and software; • (7) the wholesale and retail trades; • (8) the accommodation and catering trades;
The trades and industries covered by economic census include: • (9) the monetary industry; • (10) the real estate trade; • (11) the leasing industry and commercial service trade; • (12) the scientific research, technological service and geological prospecting industries; • (13) the industries of water conservancy, environment and public facilities management; • (14) the residents’ service and other services industries; • (15) education; • (16) the undertakings of public health, social security and social welfare; • (17) the industries of culture, sports and recreation; • (18) public administration and organizations. • (19) International organization.
Methods used in pilot survey • The method of complete enumeration was used in the pilot survey. respondents was surveyed one by one by the enumerators according to the mapping. • The same method was used for checking self-employed enterprises list . • All respondents except the construction (in registered area) industry were enumerated in operating area.

Statistical standards used in the pilot survey • 15 statistical classification standards and catalogues were applied in the pilot survey so as to ensure the unification and comparability. • The Classification of National economicSectors and Their Codes worked out by the National Bureau of Statistics of China is basically consistent with the International Standard Industrial Classification of All Economic Activities edited by U.N. Statistics Division (revised in 1989, the third version, for short: ISIC/Rev. 3).
Questionnaire of pilot survey • 3 kinds of questionnaire for grassroots A. Universal questionnaire for basic units, enterprise and non-enterprise. B. Questionnaire for current annual statistical report (including industrial enterprise above designated size, enterprises above designated size of wholesale and retail trades by sector and etc.) C. Questionnaire for different departments (Include questionnaire of transport, storage and postal service, questionnaire of finance and etc. Because the departments organize their own survey under office on Leading group of the Second National Economic Census under State Council ,so the pilot survey doesn’t include this part.

Procedure of digital mapping • To set up enumeration district based on digital mapping • To make full use of the software to print out the base map of enumeration district • Enumerator protract the enumeration district on the printed base map • To input the paper map with data into the computer and report to the upper agency.
Census(普查) and survey(调查) • Census means fullness and completeness of respondent and area while survey means choosing part respondent in some area. • Annual survey includes Large-sized, medium-sized and small sized enterprises. Large sized enterprises are reported monthly, medium-sized enterprises are reported quarterly while small-sized enterprises are through sample survey to get the data in annual report. • Census covers all kinds of enterprises and other non enterprises with more detailed and exact data. For self-employed enterprises, We only get the number of business and employment and type of economic activity.
problems • Difficult to get the true data of small business (high rate of response but low data quality) • Rapid change and complexity of economic activity • Different areas have different problems (for example, Minor-nationality areas face up more challenge because of the language and local customs. • There lies some difference in annual survey and census owing to different purpose……….
Solution • To strengthen the promotion the census • To strengthen the training of enumerators(3 million) and related staff(10 million ) • To Promise to keep the business secret • To conduct the post-census data quality check. • To follow the strict project after the pilot survey.
