Community Indicators: Measures of Progress Society & Human Capital- Public Safety Indicator Sustainability Indicators Number of convicted criminals who receive educational assistance (Measure of improvement of social capital, highlights connection between public safety & education) Number of neighborhood watch associations with a broader focus than crime prevention (Measure of broader, more integrative social capital than association with only crime focus) Number or percent of teens participating in volunteer efforts (Measure of social capital) Traditional Indicators Number of FTE state & local police (Not a measure of the effectiveness of the police, nor of the pressures causing the problems to begin with. A one dimensional measure!) Amount of money spent on crime prevention or mitigation (Does not show connection to economic or environmental issues!) Number of reported crimes (violent, personal, property) (Does not show connection to economic, social or environment issues! A one dimensional measure!)
Education “Education is an investment in the social capital of a community. It provides individuals with skills and abilities. [It] develops citizens who are capable of working together to create, maintain, and enhance a sustainable society.” Maureen Hart Sustainable Community Indicators measure the connections between different segments of the community, not just the level of crime in the community. Education and the ability to afford basic needs are keys to individual well-being, and have a direct connection to public safety!
