Two Foundation Documents Trusted Digital Repositories: Attributes and Responsibilities (RLG/OCLC) www.rlg.org/longterm/repositories.pdf OAIS Reference Model (CCSDS) ssdoo.gsfc.nasa.gov/nost/wwwclassic/documents/pdf/CCSDS-650.0-B-1.pdf
Attributes of a Trusted Repository OAIS Compliance • Administrative Responsibility • Organizational Viability • Financial Sustainability • Technological and Procedural Suitability • System Security • Procedural Accountability
Foundation Documents • TDR on its own lacks an implementation model • OAIS on its own lacks organizational context • Together, they leverage community-based efforts and enable collaborative initiatives
Three Legs Organizational Infrastructure Technological Infrastructure Resources Framework $$$$
Organizational Infrastructure • Best expressed by TDR • Best reflected in: • acknowledgement • policy development • implementation • preservation planning • institutional commitment
TechnologicalInfrastructure • Best expressed by OAIS • Combination of: • hardware and software • formats and storage • network and security • functions and workflow • procedures, protocols, documentation • technical and archival skills
$$$$ ResourcesFramework • No community-based articulation comparable to TDR or OAIS • Includes: • staff • technology • training • other
Five Organizational Stages • Acknowledge:understanding that digital preservation is a local concern • Act:initiating digital preservation projects • Consolidate:segueing from projects to programs • Institutionalize:incorporating the larger environment and rationalizing programs • Externalize:embracing inter-institutional collaboration and dependency
Stage 1: Acknowledge Understanding that digital preservation is a local concern
“Good news, chief, a computer virus destroyed all our documents.”
Stage 2: Act Initiating digital preservation projects
“Be patient, madam. At this very moment, high-speed computers are working to eliminate or aggravate your problem.”
Stage 3: Consolidate Segueing from projects to programs
“All I’m saying is now is the time to develop the technology to deflect an asteroid.”
Stage 4: Institutionalize Incorporating the larger environment
“Wentworth, could I take another look at that reorganization plan?”
Stage 5: Externalize Embracing inter-institutional collaboration and dependencies
Using the Stages • Development: The Stages represent a maturity model; institutions will pass through each stage, however briefly • Communication: The Stages provide a way of communicating about digital preservation development • Measurement: The Stages enable one to measure progress towards programmatic digital preservation goals
“Faced with the choice between changing and proving there is no need to do so, most people get busy on the proof.” John Kenneth Galbraith
