Dr Touré (ITU Sec. Gen.): ‘YES’ to effectively deliver vital services, such as healthcare and education in countries where people are chronically deprived of these services. ITU commitment (May, ‘11) to the UN Istanbul Programme of Action for LDCs 2011-2020 high Priority Phone: 25 lines per 100 inhabitant Internet: 15 per 100 inhabitants AP region has 20% of entire Developing Countries and 30% of Least Developing Countries.
