General Questions and Comments from public attendees at the December HSDP Meetings December 2 Meeting Who are the stakeholders? Who provides funding for implementation? The BCHD meeting is the same night as the first HSDP meeting in January. Should the terms burial ground be used instead of cemetery? December 4 Meeting There is a rumor that sites will be de-listed. There should be tax incentives for property owners who preserve archeological sites in place. How should Environmental Settings be established for archeological sites? How can the history of a building, district, or site that does not meet the eligibility criteria be recognized? Educational and outreach initiatives need to go further. What is the stakeholder involvement process? Is there a possibility of an interactive website for this plan?
December Questions and Comments December 6, 2008 meeting If there is a tract of land where an archeological site is found and it is preserved in place, is there a mechanism to transfer density to other parts of that tract of land? Consider tax incentives to preserve archeological sites in place. How old does a property have to be to be considered historic? How to build a constituency for preservation in the future: Suggestions - get young people involved in preservation / the planning process by holding a) meeting(s) at schools; b) address the issue of potential job creation / skills development through preservation work; c) enhance our use of technology to reach more young people. Is it true that Prince George’s County does not get its share of state tax credits?
December Questions and Comments December 6, 2008 meeting (continued) Educate public to availability of tax credits from state – business/residential. Environmental settings with historic structure(s) on a large acreage should be tied to underlying zoning. The property owner needs a credit for the acres included in the environmental setting. There needs to be an economic incentive for the donation of the environmental setting for the public good. How can property owners be prepared for the next set of meetings? Is owner consent necessary to have a historic site designated? What is the process for being considered for historic site status? What are the responsibilities of the homeowner? Please develop a step-by-step information sheet. Have mailings in English and Spanish. Hold stakeholder meetings for Prince George’s delegation at the State House.
