What we do • provide government, local government, the NHS, MPs, industry, public health professionals and the public with evidence-based professional, scientific and delivery expertise and advice • ensure there are effective arrangements in place nationally and locally for preparing, planning and responding to health protection concerns and emergencies, including the future impact of climate change • support local authorities, and through them clinical commissioning groups, by providing evidence and knowledge on local health needs, alongside practical and professional advice on what to do to improve health, and by taking action nationally where it makes sense to do so 2 The Public Health England Global Health Strategy

PHE’s global health strategy - 2014 • Priorities for next 5 years: • Improving global health security – focusing on antimicrobial resistance, mass gatherings, extreme events, climate change, bioterrorism, emergency response, new and emerging infections, cross border threats, and migrant and travel health. • Responding to outbreaks and incidents of international concern, and supporting the public health response to humanitarian disasters. • Building public health capacity, particularly in low and middle income countries, through, for example, a programme of staff secondments and global health initiatives. • Developing our focus on, and capacity for, engagement on international aspects of health and wellbeing, and non-communicable diseases. • Strengthening UK partnerships for global health activity. 9 Introduction to Public Health England The Public Health England Global Health Strategy
Strategy Delivery • The strategy will be delivered through development of an annual delivery plan, setting objectives, and defining outputs in support of the five strategic priorities. Over the next five years PHE’s work will include: • Providing coordination support and leadership to the Global Health Security Agenda, and supporting others in developing capacity relating to the International Health Regulations 2005 (for example in our Overseas Territories) • Developing a robust system to enable rapid and appropriate response to outbreaks and incidents of international concern and humanitarian disasters, ensuring compliance with internationally agreed guidelines • Assisting public health capacity building in priority countries • Expanding our portfolio of global health engagement on NCDs • Strengthening our global health partnerships both nationally and internationally 10The Public Health England Global Health Strategy The Public Health England Global Health Strategy Introduction to Public Health England

Case study: Middle East Respiratory Syndrome (MERS) • MERS arrived in UK in September 2012 • Investigation by Health Protection Agency (now PHE) confirmed a new pathogenic coronavirus - designated MERS • Confirmation of 1st MERS case diagnosed, initiated series of responses within UK and internationally • Key elements of early response – Define nature of new illness and prepare UK guidance on managing any future patients. • PHE worked with WHO and Ministry of Health in Saudi Arabia to collect epidemiological and clinical information, and to put together a credible picture of likely impact of MERS. • International engagement significantly improved guidance that PHE provided for UK clinicians, and contributed to earlier detection, and better management of subsequent patients. 14 Introduction to Public Health England The Public Health England Global Health Strategy
