Civil Engineering Augmentation for Disaster Relief Operations • Thanks ! • TWCA • BexarMet Board of Directors • Commander - TXSG • Bottom Line: • We are looking for a few good people • Help with Disaster Relief Operations – public works, civil engineering, focus on water and wastewater system restoration. • To serve – should have a reasonable expectation of availability • Must be able to work in summer months in primitive conditions for up to 5 days. • We don’t promise you “a condo on Monterey Bay.” Texas State Guard

Civil Engineering Augmentation for Disaster Relief Operations What is the TEXAS STATE GUARD? • We are volunteers appointed by the Governor of Texas • We’re not National Guard nor Reserves • We serve at the pleasure of the Governor • We are not deployed out side of the State • We wear State Guard Military Style Uniforms – State Guard Insignia • There is no pay except under special circumstances • We drill one (1) day a month on Saturday • There are no physical or age limitations, but you must volunteer and be approved for service. You do take an oath of office. • There are many units in the TXSG – Army, Marines, Navy, Air Force • Civil Affairs Units • Medical Brigade • TXSG volunteers have deployed to all the recent Hurricane Disasters that have hit Texas. Civil Engineering Augmentation for Disaster Relief Operations MISSION: “The mission of the Engineer Brigade is to coordinate and provide civil engineering, public works, and general engineering operational support to the Texas State Guard, when and as directed by the Commanding General, Texas State Guard.” Texas State Guard

Civil Engineering Augmentation for Disaster Relief Operations • What do we do during drills? • Practice deployment • Review our standard operating procedures • Check our gear: personal and unit • Keep track of personnel • Gather data, develop future plans and procedures • What do we do if deployed? • Receive state orders • Deploy to a marshalling area • Report to an “Incident Commander” • Join a state sponsored re-entry team • Focus on water and wastewater system restoration at the local level • Provide technical assistance & advice on any civil engineering matter requested • Provide system , damage, and restoration assessments and estimates • Provide Liaison with other agencies and organizations – local to state level • Track in coming materials, crews, and equipment • Help account for labor hours, materials, and equipment hours for reimbursement • Provide assistance for close out. Civil Engineering Augmentation for Disaster Relief Operations What Skills are we looking for? • Licensed professional engineers and architects • State certified (C – A) water and wastewater professionals • Certified human resources professional • A certified weather professional • Certified facility managers • Certified equipment and materials managers • Trained public relations professionals • CPAs • Finance and budget specialists • Communications specialists • Information technology specialists • Surveyors • Licensed plumbers & electricians – utility level • Certified heavy construction inspectors • Security specialists • Retired Military Senior Enlisted (E7 – E9) • About 75 people Texas State Guard

Civil Engineering Augmentation for Disaster Relief Operations • What should you have to join? • A heart beat • Willingness to serve • License • Certification • Experience • NIMS Certification • Background Check • Reasonable expectation of availability • What do you have to bring with you? (TXSG does not provide) • POV w/insurance • Laptop computer • Cell phone • Personal uniforms and gear • Equipment to sustain your self for 5 days (totally independent) • Proof of Medical Insurance (Card) Texas State Guard
