Municipal Service Delivery… in a two tier system • Provincial legislation and regulation dictate both the composition of and service delivery responsibilities for municipalities – ie: Regional Municipalities, Separated Municipalities, Single Tier, Counties, Townships, Towns and Villages • The Municipal Act. R.S.O. 2001 sets out most of the division of responsibility (Section 11 – Spheres of Jurisdiction – see following chart) County of Peterborough

Municipal Service Delivery… in a two tier system continued • However, there are hundreds of other pieces of legislation that also apply to determine the types of services and the standards for service that are delivered • ie: Planning Act, Homes for the Aged Act, Police Services Act, Consolidated Municipal Service Manager legislation, Social Housing Reform Act, Ambulance Act, Environmental Assessment Act, Drainage Act, Ontario Works Act, Highway Traffic Act, Municipal Elections Act, etc. County of Peterborough

Municipal Service Delivery… in a two tier system continued • Within the Peterborough area we have • The County of Peterborough – upper tier • The City of Peterborough – separated City • 8 Townships – lower tier: • Asphodel-Norwood • Cavan-Monaghan • Douro-Dummer • Galway-Cavendish and Harvey • v. Havelock-Belmont-Methuen • vi. North Kawartha • Otonabee-South Monaghan • Smith-Ennismore-Lakefield County of Peterborough

Municipal Service Delivery… in a two tier system continued • Every 4 years in October the Townships conduct a municipal election for Council • The Reeve and Deputy Reeve (or Mayor and Deputy Mayor) elected within each of the 8 Townships automatically have a seat on County Council for the same 4 year term • Every 2 years the County Councillors elect a Warden from amongst the Council membership County of Peterborough

  7. Municipal Service Delivery… in a two tier system continued • The division or sharing of service delivery responsibility can occasionally be determined based upon historical involvement and agreement between the two different tiers (ie: in some Counties it may differ!) County of Peterborough

  9. Review of 2010 Accomplishments... Some of the more prominent projects completed and/or advanced during 2010 include: • Completion of the Weaver Shop construction at Lang Pioneer Village after 3 years of planning, preparation and funding delays • Implementation of the EMS-Buckhorn Pilot project – seasonal placement of Ambulance helped improve response times and reduce cross-border reliance • Complete development of Trip-Click tourism mapping product – partnered with Peterborough & Kawartha Tourism County of Peterborough

  10. Review of 2010 ...continued • A record number and value of capital road and bridge projects for a single fiscal year were completed in 2010. (18 projects with combined value of $8.3 million) • Conversion of IT hardware to blade server system for improved security, redundancy and capacity • Commencement of construction of the Eastern Ontario Regional Broadband Network (EORN) after a 2 ½ year application/negotiation process involving senior governments and private sector partners – estimated project value: in excess of $200 million County of Peterborough

Review of 2010 ...continued • Completion of asset valuation and implementation of PSAB (Public Sector Accounting Board) principles for financial management • Conclude the Official Plan Growth allocation conformity exercise required under the Places to Grow Act • Council approval to commence re-alignment and consolidation of Blue Box recycling collection routes • Improve efficiency and enhance waste diversion • Implementation date – April 4th, 2011 County of Peterborough

General AdministrationOffice of the CAO/Clerk/Strategic Services • Attendance/participation at various meetings: Council, Management Team, Joint Services and other committees, GPA EDC Board, Lang Pioneer Village, Accessibility Advisory, EOWC, EORN Board, etc. as necessary or scheduled • Work as Secretary-Treasurer of the Eastern Ontario Wardens’ Caucus for 2011 (attend meetings, Agendas and Minutes, arrange delegations and correspondence/communications) • Continue support for EORN Regional Broadband as EOWC co-lead for the project, and through EORN purchase of service agreement with County County of Peterborough

General Administration...continued • Assist in development and presentation of post-election Council Orientation package • Assist with Labour Relations when necessary/appropriate (ie for 2011: HR Director recruitment, Collective Bargaining – CUPE 4911 and CUPE 1306, performance management, grievances/arbitrations) • Implement Phase 1 of Ontario Municipal Records Management System (TOMRMS) Electronic Document Management • Accessibility legislation – policy development , reporting and training County of Peterborough

General Administration...continued • Communication of projects/priorities to Management Team, internal staff, Townships and external organizations/stakeholders • Continue development of web-based incident/accident/claims management system • Completion of County Forest Management Plan • Work with Kawartha Cooperative Purchasing Association to identify and secure group/bulk purchasing savings County of Peterborough

Human Resources Department • Health & Safety Audit: complete policy and procedure development as follow-up to audit recommendations and arrange for on-going training • Labour Relations / Union negotiations • Performance management/grievances/arbitration/ corporate training/payroll & benefit administration/Health & Safety • Analysis of costs and services relating to a Disability Management Program – to control/minimize WSIB costs County of Peterborough

GIS • Maintain and update as necessary: parcel fabric mapping, road network/911 mapping, Official Plan and Zoning By-law mapping information • Manage Trip-Click Tourist mapping site and provide training and promotion • Design and oversee completion of database migration and web-GIS renewal County of Peterborough

Lang Pioneer Village • Complete “inside” construction and develop exhibit and educational programs for new Weaver’s Shop • Extend museum’s participation on local Tourism Advisory Committee and within the new Regional Tourism Organization (RTO 8 includes Peterborough, Kawartha Lakes and Northumberland) County Forest • Complete and publicize new Forest Management Plan (2010-2019) • Continuing forest road maintenance / undertake white pine reforestation planting County of Peterborough
