Background • 1972 Presidential Commission: • Established per Title 10 U.S.C Section 133 • Chartered by DoD Directive 5010.41 • Provide quantitative information used for analyses of joint military capabilities and potential options for increasing effectiveness • Transferred to DOT&E Dec 2002 • “Reengineer the JT&E process” – SAC Memorandum (7/23/02) • More responsive to warfighter needs • Shorten decision cycle • Shorter term efforts … early products • Balance with the need for test rigor that enhances credibility
What is the JT&E Program? • A business model for warfighters to solve joint operational issues • A DOT&E managed process that executes with Service and COCOM partnership • Principal products: • Improved tactics, techniques, and procedures (TTP) • Changes to operational processes • C4ISR architecture improvements • Each project addresses a different issue, but all are resolved using operational test and evaluation techniques rather than experiments and demonstrations
Two Avenues JT&E Project • In-depth, methodical evaluation of issues within scope of JT&E program purpose • Duration: 3 years maximum (Charter-to-Closedown) • Sponsors: COCOMs, JFCOM, Services, OSD • Executed by Service-led JT&E test teams • Delivers defined and useful products to Warfighter • Both interim and final products required • Quickly addresses specific and focused warfighter question/issue within scope of JT&E program purpose • Accelerated review, approval, execution • Duration: 6-12 months (Nomination-to-Final Report) • Sponsors: COCOMs, JFCOM, Services, OSD • Executed by Service OTAs • Product provides specific answer to a specific question • Resourcing for OTA participation in accordance with JT&E guidelines Quick Reaction Tests
The JT&E Process Results Joint Test Interim Products Services or Sponsoring COCOM provides: Government personnel, facilities, and O&M support. DOT&E provides dollars for test specific support including contractor support (3 years) Senior Advisory Council (SAC): Prioritizes Results Joint Feasibility Study Results (7 months) Senior Advisory Council (SAC): Prioritizes Two Technical Advisory Boards Provides Review & Guidance to JFS Planning Committee: Initial Prioritization Exec Steering Group: Initial Prioritization Results Nomination From Services, COCOMs, OSD Agencies Quick Reaction Test (30 days) (12 months)
Leveraging Capabilities • Service and COCOM Contributions • Provide subject matter experts for the Joint operational issue being resolved • Provide facilities and infrastructure support for the test team • Provide test assets and operational exercises as venues for testing • DOT&E/JT&E Contributions • Funds the contract support for the test team • Funds unique cost for executing the test • Provides liaison support to JFCOM • Test Planning; Project Management Plan Development Process • Can leverage any planned Joint, multi-Service, or Service training event to support the evaluation • Testing during training is on a non-interference basis • JT&E may pay TDY cost of units to provide additional time for test purposes
