  3. RATIONALE OF GFP • _____________________________________________ • Gender issues cut across all sectors. • To strengthen national machinery on women. • Act as a resource person on gender mainstreaming and be a catalyst for gender issues in ministries or agencies.

ESTABLISHMENT OF GFP • _____________________________________________ • 6 December 2004 • Cabinet Committee on Gender Equality at its first meeting decided that officers of grade 54 and above appointed as GFP. • At that time, 24 GFPs from all ministries and 12 agencies have been appointed as GFP.

  6. ROLES OF GFP _____________________________________________ • To facilitate the implementation of gender mainstreaming initiatives. • To serve as liaison between the Ministry of Women, Family and Community Development with other ministries and departments in matters relating to gender.

  7. FUNCTIONS OF GFP __________________________________________ (i) to carry out gender analysis to ensure policies, legislation and programmes at the ministries and departments would not impact women adversely; (ii) implement gender sensitive programmes as outlined in the Plan of Action for the Advancement of Women; (iii) ensuring provisions under the CEDAW are implemented fully.

  8. FUNCTIONS OF GFP __________________________________________ (iv) collect disaggregated data according to sex, ethnicity and strata (rural / urban); (v)  improve the implementation of gender- responsive budgeting in ministries /agencies;

  9. FUNCTIONS OF GFP __________________________________________ (vi) submit periodic reports to the Ministry  Content: - progress made, obstacles and problems faced by  ministries and departments; - implementation of the PoA, CEDAW and  international conventions/ resolutions / 

  10. FUNCTIONS OF GFP __________________________________________ (vii)  participate in the preparation of the National Report on the implementation of CEDAW; and (viii) participate in courses / trainings to enhance capacity, knowledge and experience of GFP on issues related to gender.

CHALLENGES _________________________________________________________________________ GFPs not appointed at the highest management level Lack of understanding on the concepts and gender issues among GFP officers Lack of continuity due to promotion, transfer, retirement of GFP  Training programmes did not fully benefit GFP

GENDER MAINSTREAMING INITIATIVES __________________________________________ • NATIONAL POLICY ON WOMEN AND PLAN OF ACTION FOR WOMEN DEVELOPMENT • National Policy on Women (1989) Plan of Action For Women Development (1997) were reviewed. • The new Policy and Plan of Action were approved by the Government in 2009. • Policy of At Least 30% Women in Decision Making in Public and Corporate Sector

GENDER MAINSTREAMING INITIATIVES…Cont’d ___________________________________________________________________ • COLLECTION OF GENDER DISAGGREGATED DATA  • Chief Secretary Directives was issued on 16 October 2008  • It obligates ministries and government agencies to prioritise the application of gender-disaggregated data in policy planning and formulation of action plan as well as implementation of programmes.
