Project’s birth • Implementation of the Code of Practice • Insee’s self-assessement has revealed a lack of information about quality for users • Confirmation by the peer review : « The extensive documentation available is used mainly for internal purposes. This documentation includes detailed specifications of roles and responsibilities drawn up in the context of Insee’s systematic mobility policy. (...) A generic document containing quality guidelines remains to be drawn up, and also made known to the public. » • Improvement action : Draw up and promulgate quality guidelines and make them available on the Insee website (timetable 2008)

Aims and rules (1) • The Code of Practice is an appropriate frame to describe quality at Insee • Provisions exist in the Official Statistical System (SSP) but they are not organized and presented within the framework of a quality process SO Existing measures in the Official Statistical System (SSP) are described according to each principle and its corresponding indicators.

Aims and rules(2) • For outside and internal users • Present the quality in reference to the Code • Always give an example of what is announced • For Insee staff • Consolidate the institution on the fact that it implements good practices which are valued there • Show the lacks of information about quality and thus bring the statisticians to produce more documents
